Description:


Position Summary: With over $1.5 billion in operating expenses, the Office of Pupil Transportation (OPT) is the arm of the NYC Public Schools (NYCPS) dedicated to providing the students of New York City with safe, reliable transportation. Over 150,000 students utilize yellow bus service, with about 8,000 buses operating each day. School transportation services are provided to public, charter, non-public, and early childhood programs, and families.

The Human Resources Director will support more than 200 OPT employees who accomplish the work of ensuring students safely and efficiently travel between their residences, schools, and/or programs. The Human Resources Director will serve as a human capital resource, providing direct support to OPT’s employees and promoting a diverse and supportive workplace. The Human Resources Director is responsible for overseeing all conduct related to labor relations, progressive discipline, and staffing of field and headquarters personnel. Performs related work.

Reports to: Senior Executive Director for Student Transportation

Direct Reports: Employee Resource Specialist

Key Relationships: Business Services Unit, OPT senior leadership and staff, the Division of Human Resources (DHR), Office of Equal Opportunity (OEO), and the Office of Labor Relations (OLR).

Responsibilities

Talent Planning and Recruitment

  • Leads the implementation of staffing plans, including timeline creation with hiring managers to ensure that staff are hired in a timely manner.
  • Leads the coordination on behalf of the office for civil service hiring events and/or other civil service office responsibilities.
  • Leads the development and refinement of an office-wide job description bank.
  • Leads the office-level onboarding process for full-time and part-time employees to ensure that they are able to begin successfully.
  • Leads the coordination of office-wide recruitment efforts to hire full-time or part-time staff; conducts outreach, interviews, and select as needed to support these efforts.
  • Supports each office leader to develop long-term staffing plans.
  • Acts as a liaison for external and internal central office pipeline programs.
  • Supports OPT’s overall staffing strategy and provides policy proposals related to staffing, talent recruitment and retention.
  • Recruits staff through distributing job opportunities and managing postings, job descriptions and interview processes.
  • Develops best practices and policies for hiring managers, e.g., ensuring effective job descriptions, hiring and job posting strategies; analyzes resumes with regard to civil service requirements.
  • Conducts employee exit interviews, develops human resource staffing analyses, and compiles findings on a quarterly basis.
  • Manages the hiring of non-employee workers, such as consultants, temporary staff, and interns; oversees vendor staff orders and consultant work agreements.

Human Capital Management

  • Manages staffing transactions in various NYCPS systems, including hiring, payroll, and timekeeping.
  • Supervises personnel functions and activities, ensuring compliance with applicable rules, regulations, laws, and special circulars, as well as any other relevant directives and procedures.
  • Coordinates with the leadership team to review personnel practices and procedures to ensure compliance with budgetary constraints and sound fiscal policies.
  • Monitors and informs staff about civil service exams and requirements, ensuring employees are in-compliance with civil service laws.
  • Prepares resource materials and maintains a reference library of relevant resources to support HR processes and work streams.
  • Provides project management support for various HR-related initiatives and high-priority projects.
  • Coordinates with relevant central and field staff to troubleshoot and problem-solve for NYCPS applications related to human resources and finance.
  • Handles emergency and special investigation matters, including confidential matters as needed.
  • Performs related work including but not limited to preparing reports, monitoring and tracking, utilizing various computer systems, and identifying areas for continuous improvement.
  • Researches and responds in an effective and timely manner to inquiries from other offices within NYCPS for complex information requests related to lawsuits and Section 75 charges.
  • Serves as a member of a larger team putting forth cases against civil service employees for charges such as poor work performance and other work-related issues.
  • Coordinates and directs grievances for Office of Pupil Transportation employees, personnel performance conferences, Step I, II, III hearings, technical assistance conferences, and arbitrations.
  • Represents OPT with employee and labor relations matters, labor management meetings and conferences; makes recommendations to the Chief of Staff for terminations and suspensions.
  • Interprets rules, regulations, and contractual agreements; clarifies and enforces policies throughout the Office of Pupil Transportation.

Qualification Requirements:

Minimum

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
  • Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above.

  • Ability to work effectively with others at all levels of an organization and consistently display a high level of professionalism in all interactions.

Salary: $130,151- $143,167


(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
