We are seeking a professional, motivated, and qualified candidate to join our HR team as an additional Human Resources Generalist, working collaboratively with the current HR Generalist to support all core HR functions.
This role is a key member of a two-person HR Generalist team and will be cross trained and expected to develop full working knowledge of every major HR functional area. This position works as part of a collaborative team that supports a fast-paced transit environment, where priorities shift quickly and operational needs require flexibility, sound judgment, and timely decision-making.
This position supports and administers a wide range of essential HR functions, including but not limited to:

Administering Family and Medical Leave (FMLA), Workers’ Compensation, and the Drug and Alcohol Program

Completing Equal Employment Opportunity (EEO) Program functions and supporting Title VI compliance
-
Conducting full-cycle recruitment, hiring, onboarding, and offboarding
-
Processing payroll and administering insurance and other employee benefit programs
-
Maintaining HR records, personnel files, and document retention compliance
-
Supporting employee performance evaluation cycles
-
Supporting employee relations by responding to inquiries, assisting in investigations, and advising employees and managers on policies and procedures
-
Supporting labor relations functions in a union environment, including contract compliance and documentation
-
Assisting with training coordination and tracking (safety, compliance, professional development)
-
Participating in HR audits, reporting, and data analysis
-
Maintaining HRIS data, producing reports, and identifying process improvements
-
Supporting organizational programs such as recognition initiatives, wellness efforts, and policy updates
-
Collaborating with the HR team on special projects and continuous improvement efforts
The Generalist reports to the Chief Human Resources Officer (CHRO) and is expected to work closely with all HR team members to ensure consistency, accuracy, and effective delivery of services across the Authority. The ability to work efficiently in a setting where priorities may change hour-to-hour, typical in the public transit industry, is essential.
REQUIREMENTS:

Bachelor’s degree in Human Resources or a related field, plus a minimum of four (4) years of human resources (Experience in a union environment is preferred.)

Strong understanding of HR-related compliance requirements including FMLA, ADA, EEO, Workers’ Compensation, and other relevant state and federal laws

Knowledge of HR trends, best practices, regulatory changes, and emerging technologies in HR, talent management, and employment law

Effective interpersonal, organizational, and conflict-resolution skills with strong verbal and written communication abilities
-
Ability to work collaboratively in a team environment as well as independently when required

Proficiency in MS Office; experience with HRIS systems preferred

Strong analytical, problem-solving, and time-management skills with the ability to meet deadlines in a fast-moving environment

Valid PA Driver’s License required

Strong follow-through skills to ensure tasks are completed fully and correctly

WORK LOCATION: Johnstown Facility (502 Maple Avenue Johnstown, PA 15901)
SCHEDULE: Monday – Friday, 8 hours per day. Typically 8:30am – 4:30pm, shift subject to change
STARTING PAY RATE: $48,000- $50,000 annually (dependent on experience)
