Human Resources Generalist, HRIS

Overview:

ITility is seeking an experienced HRIS specialist to manage and maintain the client Human Resources Information System, while supporting the team and mission. This individual will be a member of a cross-functional team. This position is contingent upon contract award. This position will sit onsite at the Client location in Washington D.C. Metropolitan Area.

HR Generalist - HRIS

The HRIS Specialist focuses on technical HRIS management, specifically data entry and integrity, reporting, and data analytics to enable ODNI workforce decision making.

Responsibilities

Responsibilities:
HRIS Management & System Integrity
  • Serve as subject matter expert for workforce and HR data systems, ensuring accuracy, completeness, and accessibility of HR information.
  • Monitor system performance, troubleshoot issues, and implement updates from regular software releases to minimize disruption.
  • Audit integrated HR systems to maintain data integrity, congruency, and compliance with security and privacy regulations.

Reporting, Analytics & Data Support
  • Develop and maintain standard and custom reports, dashboards, and analytics to support decision-making and leadership reporting needs.
  • Program custom functions (queries, filters, macros) and assist with ad-hoc report design for HR and executive leadership.
  • Support internal and external audits, compliance reviews, and documentation efforts.

Process Optimization & Stakeholder Collaboration
  • Collaborate with HR, IT, and client stakeholders to optimize HRIS processes and integrate best practices aligned with organizational goals.
  • Identify opportunities for process improvement within HR systems to enhance efficiency and workforce support.
  • Build strong partnerships across HR and other departments to drive system adoption and effective collaboration.

Training, Documentation & User Support
  • Develop and maintain HRIS user guides, training materials, and procedural documentation for analytics tools.
  • Facilitate client learning opportunities to strengthen workforce HRIS knowledge and capabilities.
  • Provide day-to-day support for HRIS users and assist with troubleshooting and ad-hoc projects.

Qualifications

Qualifications:
  • Active Top Secret SCI Clearance with Counterintelligence (CI) Polygraph.
  • Bachelor’s degree in HR, Business Administration, or related field. Bachelor’s degree in HR, Education, Instructional Design, or related field. (10+ years of cumulative experience in these areas may be considered in lieu of bachelor’s degree).
  • Minimum of 5 years of HR experience.
  • 3+ years HRIS administration experience.
  • Knowledge of HR policies and procedures, labor laws, and regulations to ensure the HRIS and other platforms meet organizational needs and goals.
  • Experience supporting the Intelligence Community (IC) in an HR role.
  • Ability to act with integrity and professionalism and maintain confidentiality.
  • Demonstrated strong analytical and problem-solving skills.
  • Ability to prioritize tasks and conduct multiple assignments concurrently.
  • Excellent communication skills, both verbal and written, with the ability to articulate complex concepts clearly and effectively.
  • Strong interpersonal skills, including conflict resolution.
  • Excellent organizational skills, attention to detail, time management, and ability to meet deadlines.
  • Ability to collaborate effectively with stakeholders across departments and levels of the organization.
  • Strong people skills and the ability to build rapport with employees at all levels of the organization.
  • Ability to build relationships and trust with team members and stakeholders.
  • Proficient skills in MS Office Suite, including Word, Excel, PowerPoint, and SharePoint.
  • Strong data management skills, including reporting, dashboards, and data analytics.
  • Experience with SQL queries/relational databases, Tableau/Power BI are a plus.
  • Ability to work independently and as part of a team.
Physical Requirements:
  • Work is typically performed in an office setting.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must have the ability to lift 15-25 pounds.
