Position Summary

The Human Resources Manager will lead and oversee all aspects of HR operations at Frontline, including talent acquisition, employee relations, performance management, compliance, and benefits administration. This role is responsible for aligning HR strategies and initiatives with Frontline’s mission, values, and long-term business goals while fostering a positive and productive workplace culture.

Frontline operates across multiple states — Utah (UT), Maryland (MD), Delaware (DE), West Virginia (WV), Virginia (VA), Tennessee (TN), and Arizona (AZ) — requiring the HR Manager to maintain compliance with a variety of state employment laws and regulations. The position will also partner closely with a Professional Employer Organization (PEO) to support efficient employee management, benefits coordination, and payroll processes.

The ideal candidate is a proactive, hands-on leader who thrives in a dynamic, service-oriented environment and is dedicated to developing strong teams and scalable HR practices that support company growth.

Compensation: $65,000- $80,000 annually, commensurate with experience and qualifications.

Key Responsibilities

Leadership & Strategy

  • Develop and implement HR strategies that support organizational objectives and foster a positive, high-performance culture.
  • Partner with department heads and leadership to anticipate staffing needs and workforce planning.
  • Provide HR guidance to management on organizational structure, talent development, and employee engagement initiatives.

Recruitment & Onboarding

  • Lead the full-cycle recruitment process: sourcing, interviewing, hiring, and onboarding new employees.
  • Work with hiring managers to define job requirements and create job postings that attract top talent.
  • Oversee onboarding programs to ensure new hires are properly trained, equipped, and welcomed into the Frontline culture.

Employee Relations & Engagement

  • Serve as a trusted advisor for employee relations, addressing concerns and resolving conflicts in alignment with company policies and applicable laws.
  • Promote employee engagement through communication, recognition, and retention programs.
  • Conduct regular check-ins with field and office staff to ensure strong communication across teams.

Compliance & Policy Management

  • Maintain compliance with all federal, state, and local employment laws (EEO, FMLA, OSHA, wage and hour, etc.).
  • Update and enforce HR policies, procedures, and the employee handbook.
  • Manage sensitive employee information with confidentiality and discretion.

Performance & Development

  • Oversee the performance management process, including reviews, goal setting, and career development.
  • Support managers in identifying training needs and implementing development plans.
  • Drive continuous improvement of HR programs to enhance workforce capability.

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s degree preferred).
  • 5+ years of progressive HR experience; at least 2 years in a management role.
  • Strong knowledge of employment law and HR best practices.
  • Experience in service, field operations, or related industries preferred.
  • Excellent communication, problem-solving, and interpersonal skills.
  • Proficiency in HRIS and Microsoft Office Suite.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification is a plus.
