Job Summary:
The Human Resources Manager will work collaboratively across the agency acting as a bridge between Human Resources, Finance and the Programs teams for positive impact. The ideal candidate will display strengths in all aspects of employee relations as well as compliance, reporting, protected leave, benefits, compensation, talent acquisition and talent management. Essential Duties/Responsibilities:

Acts as a beacon for our values, enhancing the agency culture through your actions.
- Responsible for the smooth and effective operation of HR department and managing staff.

Serves as the designated main point of contact for leadership inquiries regarding policies and best practices.
- Partners with leadership to resolve employee relations issues and inter-personal conflicts conducting each step of the investigatory process from initiation to close-out. Seeks guidance from legal counsel and Chief People & Culture Officer.
- Works closely with attorneys to resolve legal requests in a timely manner. Maintains awareness of legal risk in the course of performing departmental duties.
- Ensures timely submission of unemployment data, drafts unemployment appeals and represents the agency during hearings. Processes wage garnishments, responds to wage & hour claims and EEOC complaints.
- Acts as department compliance officer ensuring timely submission of external reports including: Annual Pay Data Report, EEO-1, OSHA 300/300A. Ensures timely submission of internal reports including: HR dashboard, open positions, agency organizational chart.
- Ensures the effective administration of employee benefits programs including health insurance, retirement plans, voluntary benefits and worker’s compensation. Ensures the effective coordination of open enrollment including benefits fairs and vaccination clinics.
- Ensures the timely and effective administration of leave of absence processes including FMLA, CFRA and PFL in addition to work accommodations. Maintains accurate leave of absence records.

Ensures the effective administration of the talent acquisition process including career fairs, recruitment, hiring and onboarding. Promotes a stellar new hire “experience”.
- Ensures the effective administration of the talent management process including performance evaluations, objectives & key results (OKR) and professional development initiatives.

Leads projects such as system upgrades and implementations by identifying objectives, establishing timelines, communicating with stakeholders, and meeting expected outcomes.

Supports initiatives to enhance employee engagement, recognition, and retention. Promotes and attends agency events.
- Supports agency training initiatives around compliance, safety, and Bill Wilson Center Values.

Uses data to identify trends, diagnose issues and make data-driven recommendations to leadership and executive teams.
- Ensures departmental compliance with federal, state, and local labor laws, safety regulations, and industry standards.
- Acts in the best interest of the agency.
- Additional duties as assigned.
Education and Experience:
-
Minimum of Bachelor's Degree in Human Resources, Business Administration or Psychology. Human Resources certification preferred.
- Previous experience managing Human Resources teams is required.
- Minimum of 7 years of Human Resources experience required or equivalent combination of education and experience.
- Experience with HRIS/ATS systems is required. Paycom is highly desirable.

High proficiency in Microsoft Office and/or GoogleSuite is required. Strong Excel skills preferred.

Most duties will be performed in an administrative setting. Must have personal transportation to visit various Bill Wilson Center worksites on an as needed basis.
Salary Range:
$95,000 - $110,000 annually
