Job Overview
Desert Services is seeking an experienced HR Manager to lead all Human Resources functions in a fast-paced construction and trucking services environment. This role has a balanced focus on Compliance (40%), People Operations (30%), and Recruiting (30%) and partners closely with executive leadership, field teams, and external vendors.
This is a hands-on, highly visible role requiring strong judgment, executive-level communication, attention to detail, and the ability to independently manage projects from start to finish. The ideal candidate is comfortable operating in the field as well as the office and thrives in an environment that values accountability, safety, and operational excellence.
Key Responsibilities
HR Compliance (40%)
- Develop and maintain HR compliance frameworks, including policies, training schedules, internal audits, documentation standards, and corrective action plans
- Ensure compliance with federal, state, and local employment laws (FLSA, ADA, FMLA, and Arizona employment regulations)
- Partner with HR and safety vendors to coordinate incident and accident response, investigations, and corrective actions
- Oversee DOT/FMCSA HR requirements including:
- Driver qualification files
- MVR reviews
- FMCSA Clearinghouse queries
- Medical card tracking
- Drug and alcohol testing coordination
- Conduct I-9 and E-Verify self-audits and ensure proper employee classification and wage/hour compliance
- Manage HR governance with vendors related to payroll accuracy, benefits administration, policy alignment, and audits
- Respond to regulatory, customer, and partner compliance inquiries
People Operations (30%)
- Advise leadership on performance management, employee relations, investigations, separations, and organizational design
- Develop, implement, and track employee and manager training programs (anti-harassment, compliance, supervisory skills, HR fundamentals)
- Maintain and improve onboarding workflows, HRIS accuracy, payroll inputs, and personnel file management
- Track and report HR metrics and dashboards
- Communicate policies and expectations clearly to both office and field employees
Recruiting & Talent Acquisition (30%)
- Lead full-cycle recruiting for all positions, from workforce planning through offer and onboarding handoff
- Build talent pipelines for field and operational roles through referrals, community partners, trade programs, and targeted local advertising
- Improve time-to-fill, candidate experience, and 90-day retention metrics
- Manage staffing agency relationships in a cost-effective manner
- Support additional HR initiatives and projects as business needs evolve
Qualifications
- HR experience in construction, trucking, transportation, or a similar field-based industry strongly preferred
- Demonstrated expertise in HR compliance, audits, documentation standards, and corrective action planning
- Executive-level communication skills with the ability to influence and coach leaders
- Self-starter with strong ownership mentality and ability to work independently
- Excellent interpersonal, written, and verbal communication skills
- High integrity, professionalism, and ability to maintain confidentiality
- Highly organized with strong attention to detail, time management, and analytical problem-solving skills
- Ability to manage multiple priorities in a fast-paced environment
Education & Experience
- Bachelor’s degree in Human Resources, Business Administration, or equivalent experience
- SHRM-CP/SCP or PHR/SPHR preferred
- Working knowledge of:
- OSHA coordination (with Safety/PEO)
- DOT/FMCSA requirements
- Wage and hour laws
- Leave laws
- Arizona employment regulations
- Experience with PEO administration, HRIS, E-Verify, FMCSA Clearinghouse, and best-practice HR recordkeeping
- Fluency in English required; Spanish bilingual strongly preferred
- Proficiency in Microsoft Office and HRIS/ATS systems
Physical Requirements & Work Conditions
- Prolonged periods of desk and computer work
- Occasional lifting up to 15 pounds
- Ability to move throughout company facilities, including office, shop, and yard areas

Pay: $100,000.00 - $120,000.00 per year
