Human Resources Manager
Location: Signal Hill, CA (hybrid role)
Reports to: Chief Operating Officer
Status: Exempt
Job Summary
The Human Resources Manager is responsible for managing all day-to-day HR operations as a one-person HR department, supporting leaders and employees across the company. This role personally handles all core HR functions, including processing payroll, hiring, employee relations, pay and benefits, compliance, training, workplace safety, and administrative tasks across multiple states.
What You’ll Do
· Serve as the primary HR contact for employees across California, Colorado, and Louisiana
· Partner closely with the COO to support employee training needs and ensure HR policies and procedures are clearly communicated and followed
· Coordinate company training using ADP and prepare weekly training completion reports for leadership
· Conduct new hire orientations, process onboarding paperwork, and complete Form I-9 verification and e-Verify
· Set up and maintain employee records in ADP, Acumatica, and Outlook
· Monitor employee leave requests in FAST (internal system), ensure manager review, and maintain accurate documentation
· Coordinate and manage employee leaves of absence and accommodation, serving as the main point of contact throughout the process and ensure timely follow-up and overall compliance
· Respond to all EDD disability and leave notices (DE 2503) accurately and on time
· Review and audit PTO and sick leave accruals for accuracy and compliance
· Reconcile and process weekly 401(k) payroll contributions
· Reconcile monthly benefits invoices and resolve billing discrepancies
· Review wage garnishments and withholding orders, notify affected employees, and submit required documentation to agencies and payroll
· Support recruiting by coordinating interviews, distributing applications, and communicating logistics with candidates
· Prepare, reconcile, and submit monthly union reports for IUOE Local 3 and Local 12
· Review and manage incoming HR-related mail, including scanning, routing, and recordkeeping
· Manage company vehicle driver documentation and gas card processes; submit insurance documentation and assist with claims as needed
· Review traffic violation notices and ensure timely resolution and payment
· Support the Compliance Department by responding to documentation and information requests as needed
What We’re Looking For
· 5+ years of hands-on Human Resources experience in a standalone or small HR team environment
· Experience processing payroll, administering benefits, 401(k), and payroll-reconciliations
· Working knowledge of California employment law (multi-state exposure strongly preferred)
· Experience supporting employees across multiple states
· Proficiency with HRIS and payroll systems (ADP experience strongly preferred)
· Hands-on experience with employee leaves of absence, including disability and EDD notices
· Experience processing new hire onboarding, I-9 verification, and maintaining employee records
· Ability to audit PTO and sick leave accruals for accuracy and compliance
· Experience handling wage garnishments and withholding orders
· Experience preparing and submitting union or regulatory reports (IUOE or similar preferred)
· Strong attention to detail and ability to manage documentation, deadlines, and compliance requirements

Pay: $75,000.00 - $105,000.00 per year
