Position Summary: The Human Resources Manager is responsible for refining and implementing HR practices to enhance employee retention and job satisfaction. This role involves oversight of all personnel policies and practices and actively fostering a positive work environment. The Human Resources Manager leads by example, behaves with honesty and integrity, and encourages a healthy workplace culture while supporting both administrative and human resources functions. This is a 40 hour per week salaried position, in office.

Key Responsibilities Onboarding New and Returning Employees

Hiring and Training:

· Manage hiring and onboarding of new staff in collaboration with the management team.

· Provide initial orientation, training, and create training schedules for new employees and volunteers in collaboration with Program Director.

· Oversee and monitor training for existing employees in collaboration with Program Director.

· Arranges for new hire reference checks and Criminal Records check prior to hiring.

· Plan and implement training for all staff as needed in collaboration with Program Director.

· Supervise and document all aspects of training for compliance with OSHA standards.

Personnel Management:

  • Oversee employee discipline processes.

· Participate in employee disciplinary actions and terminations, ensuring compliance with human resources policies and employment laws.

  • Assist employees and supervisors with understanding and accessing OFLA, Paid Leave Oregon, and other extended leave options.
  • Collaborate with Executive Director and Program Director to develop and implement training programs and strategies.
  • Ensure employee evaluations are given monthly, review, and address performance issues promptly.
  • Manage conflict resolutions.
  • Educate employees on agency policies and employment laws.
  • Maintain all employee-related files.

Payroll Preparation:

· Oversee the preparation and processing of employee payroll in a timely and accurate manner.

· Ensure compliance with federal and state wage and hour laws, including overtime and minimum wage requirements.

· Maintain accurate payroll records, respond to employee inquiries regarding pay, deductions, or benefits, and coordinate with bookkeeping to implement changes in compensation or benefits.

· Collaborate with bookkeeper and Executive Director to reconcile payroll discrepancies and assist with year-end reporting and tax forms such as W-2s.

· Collaborate with Bookkeeper and Executive Director to ensure payroll expenses are properly coded and reported.

· Maintain all payroll-related files in collaboration with the bookkeeper and Executive Director.

Safety Representative:

  • Serve as the Administrative Representative for the Safety Committee.
  • Represent employee interests related to workplace safety and health.
  • Collaborate with the Program Director and House Managers to schedule OSHA consultations at each location once a year on a rotating basis.
  • Investigate employee accidents, report to Saif and OSHA, determine root causes, and recommend preventive measures.
  • Educate employees on safe work practices, emergency procedures, and maintain up-to-date safety records.
  • Ensure adherence to OSHA, fire, and other regulatory standards; oversee the management and proper use of safety equipment and personal protective equipment (PPE).

Qualifications and Requirements:

  • Proven experience in HR management, preferably within a nonprofit setting.
  • Knowledge of employment laws, regulations, and best practices.
  • Strong communication and interpersonal skills.
  • Human Resource certifications or a related degree.
  • Minimum one year of experience working with governmental or human services agencies preferred.
  • Proficiency in Microsoft Office and QuickBooks.
  • Skilled in professional development, employee appreciation, team building, and community involvement.

Pay: $62,400.00 per year
