SUMMARY:
Under the general direction of the Director of Human Resources, the Human Resources Manager oversees daily HR operations and ensures the effective delivery of HR programs, including recruitment and onboarding, employee relations support, benefits and compensation administration, HRIS processing, compliance, leave administration, and operational risk management. The Human Resources Manager serves as a primary operational resource for employees and department leaders, provides guidance on policies and procedures, and supports the Director in implementing HR initiatives and departmental goals.
Work is performed with considerable independence in interpreting and applying established policies, and the Manager supports departmental goals through operational leadership, problem-solving, and service-oriented guidance.

ESSENTIAL DUTIES & RESPONSIBILITIES:
Operational Oversight of Human Resources Functions: Manages daily HR operations, ensuring consistent implementation of policies, practices, and compliance requirements across recruitment, onboarding, benefits, payroll support, HRIS maintenance, training coordination, risk management operations, records management, and employee services. Maintains a high level of visibility and accessibility to support departments and employees.
Benefits and Compensation: Oversees day-to-day benefits operations and serves as the primary point of contact for employee benefits matters. Manages benefit enrollments, changes, and terminations; prepares required documentation; and assists employees with benefit questions and issue resolution. Leads open enrollment activities and ensures accuracy in benefits data and compliance with plan rules. Supports the Director with compensation actions related to hiring, promotions, and reclassifications, and contributes to preparation of the annual compensation supplement for the budget. Conducts job analyses and provides recommendations to maintain internal equity, ensure FLSA compliance, and determine appropriate grade placement.
Risk Management and Workers' Compensation Administration: Manages the City’s operational risk management functions, including workers’ compensation, property and liability claim reporting, safety documentation, and incident follow-up. Coordinates with departments and the City’s risk pool to ensure timely submission of claims and appropriate communication. Promotes workplace safety and loss prevention practices. Administers Department of Transportation (DOT) drug and alcohol testing programs for Commercial Driver’s License (CDL) holders. Ensures compliance with DOT regulations, testing protocols, and documentation standards. Maintains accurate and confidential testing records.
Leave Administration and ADA Accommodations: Manages workers’ compensation leave, ADA, and military leave and oversees the administration of FMLA leave. Manages complex or escalated leave cases, ensuring adherence to legal and policy requirements. Directs and conducts the ADA interactive process, including reviewing medical documentation, determining reasonable accommodations, preparing correspondence, and maintaining required records. Provides guidance to supervisors and departments on leave management and ensures consistent application of leave policies across the organization.
Staff Supervision: Provides daily leadership and supervision to the Human Resources Analyst by assigning work, monitoring task completion, managing workloads, and ensuring that HR operations are conducted with accuracy, timeliness, and professionalism. Supports ongoing staff development, evaluates performance, and ensures adherence to established procedures and City policies.
Budget and Fiscal Responsibility: Supports the Director of Human Resources by assisting with the preparation of the annual HR and City-paid insurance budgets, monitoring expenditures, and compiling data and materials for the compensation section of the City’s annual budget.
Employee Relations: Provides guidance to supervisors and managers regarding the interpretation and application of HR policies, performance documentation, and employee concerns. Conducts or oversees routine investigations and assists the Director with more complex or sensitive employee relations matters.
Performance Management: Manages and updates the City’s performance evaluation and stay chat processes to ensure consistent application, promote employee development, and reinforce organizational accountability and recognition.
Recruitment, Selection, and Onboarding Oversight: Oversees the recruitment and hiring process from vacancy through onboarding by guiding staff on posting procedures, applicant screening, interview coordination, and conditional offer requirements. Ensures hiring processes comply with FLSA standards, compensation practices, and departmental needs. Reviews onboarding workflows and ensures a welcoming and efficient experience for all new employees.
HRIS Oversight: Ensures accurate HRIS data entry and payroll-related actions, including status changes, wage adjustments, deductions, and timekeeping procedures. Reviews personnel actions, oversees payroll deadlines, and collaborates with Finance to maintain accurate and timely employee compensation.
Training Coordination and Workforce Development Support: Oversees the scheduling, assignment, and tracking of learning and compliance trainings. Works with HR staff and departments to support professional development efforts, promote training opportunities, and ensure compliance with mandatory training requirements.
Process Improvement and HR Program Administration: Evaluates HR processes and workflows for efficiency and effectiveness. Develops, updates, and enforces Standard Operating Procedures to support consistency, service quality, and regulatory compliance. Assists the Director with special projects, departmental planning, and implementation of new HR initiatives.
Other Related Duties: Performs other duties as assigned to support the mission and operations of the Human Resources Department.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Human Resources Expertise: Thorough knowledge of public sector human resources practices, including recruitment, benefits and compensation administration, employee relations, payroll processes, compliance, and risk management. Ability to interpret and apply employment laws, regulations, and City policies with accuracy and sound judgment.
Leadership and Supervision: Ability to lead and supervise by organizing daily workflow, setting expectations, providing guidance, and ensuring the timely and consistent delivery of HR services. Demonstrates sound decision-making, initiative, and the ability to mentor and support staff development.
Employee Relations and Problem-Solving: Skill in assessing employee concerns, guiding supervisors, resolving conflicts, and managing sensitive issues with discretion and fairness. Ability to evaluate complex situations, identify solutions, and document findings clearly and objectively.
Technical and Analytical Skill: Proficiency with HRIS systems, payroll processes, and data analysis necessary to ensure accuracy and support departmental operations. Ability to develop and improve procedures, maintain records, and evaluate information to support decision-making.
Communication and Interpersonal Skill: Strong ability to communicate clearly and professionally, both verbally and in writing. Demonstrates the interpersonal skill needed to build effective working relationships, provide guidance to employees and supervisors, and represent the Human Resources Department with professionalism.
Organization and Time Management: Skill in managing multiple priorities in a fast-paced environment while maintaining attention to detail and meeting deadlines. Ability to adapt to changing needs and ensure the consistent and efficient completion of HR tasks.
Confidentiality and Ethical Conduct: Demonstrated ability to safeguard sensitive information and maintain the highest standards of professionalism, integrity, and confidentiality.
