HR Manager
to shape our culture, drive performance & ensure compliance.
Department Overview:
The Human Resources (HR) Department is the cultural core of SFA, responsible for embedding organizational values into every aspect of people management. By leading ethical recruitment, employee engagement, welfare, and compliance, the department safeguards SFA’s reputation and workforce integrity. Led by the HR Manager, HR ensures that staff remain motivated, legally compliant, and operationally aligned to support business goals.
Department Objective:
To attract, mobilize, and retain a high-performance workforce while maintaining strict compliance with labor laws and company policies. HR ensures a supportive and engaging environment for employees, enabling SFA to achieve sustainable business performance and service excellence.
Job Purpose:
The HR Manager leads and oversees all HR functions, including recruitment, onboarding, employee relations, compliance, and personnel management. The role ensures SFA’s workforce is operationally ready, legally compliant, culturally aligned, while maintaining employee welfare and supporting long-term retention.
Key Responsibilities:
1)
Recruitment & Mobilization

Oversee end-to-end recruitment, onboarding, contract issuance, and mobilization of aviation manpower.

Coordinate with Operations and Planning to ensure deployment readiness of new hires.

Manage recruitment talent to meet high-volume manpower requirements.

Regular Stakeholder engagement to understand demand for the recruitment mobilization.
2) Compliance & Governance
-
Develop, update, and communicate HR policies and procedures to maintain governance and ethical standards.

Ensure strict adherence to Qatar labor laws, immigration regulations, internal policies.

Oversee labor inspections, regulatory submissions, and timely compliance reporting.

Enforce company policies to maintain governance and ethical standards.

3) Employee Relations & Welfare

Lead grievance handling, disciplinary actions, and conflict resolution.

Design and implement employee welfare programs (e.g., accommodation, transportation, medical insurance, well-being).

Maintain continuous engagement with deployed staff to ensure morale, productivity, and retention.
4) Performance Management
-
Develop and maintain a structured performance management framework across departments.

Ensure timely and constructive performance appraisals in collaboration with department heads.

Link performance outcomes to promotions, corrective actions, and training initiatives.
5) HR Systems & Records
-
Drive digitization of HR processes through HRMS and electronic record-keeping.

Maintain accurate employee files, leave records, and compliance-related documentation.

Ensure audit-ready HR documentation at all times.
6) Benefits & Exit Management
-
Oversee leave administration, medical insurance, benefits distribution, and end-of-service processes.

Coordinate payroll processes and benefits administration.

Conduct exit interviews and ensure smooth offboarding with knowledge transfer.

Capture and report exit feedback for organizational improvement.
7) Team Leadership & Audit Readiness

Collaborate with senior leadership to drive workforce planning, organizational design, and change initiatives.

Develop and execute HR strategies that support organizational objectives

Supervise, coach, and develop the HR team to ensure quality service and responsiveness.

Serve as focal point for internal audits, labor inspections, and external compliance reviews.

Promote a culture of accountability, transparency, and continuous improvement.
Qualifications and Skills:

Bachelor's degree or Master's degree in HR

Minimum 9 years' experience in Human Resources

Proven leadership in high-volume recruitment and mobilization.

Strong knowledge of GCC labor laws and immigration protocols.

Expertise in grievance handling, conflict resolution, and employee engagement.

Experience in designing and executing performance management systems.
-
Proficiency in RMS, e-records, and HR documentation discipline.
-
Strong interpersonal and communication skills with a people-first mindset.
