Position Summary:
The Human Resources Manager is responsible for leading and managing the organization’s employee benefits function while supporting broader HR operations and compliance initiatives. This role serves as the subject matter expert for health and welfare benefits, retirement plans, leave administration, and benefits-related compliance, with a strong emphasis on self-insured health plans, data integrity, reporting, and employee support.
Primary Duties/Responsibilities
- Manage day-to-day administration of all employee benefit programs, including medical, dental, vision, life, disability, FSA/HSA, COBRA, EAP, wellness, and retirement plans.
- Administer and support the organization’s self-insured health plan, including coordination with stop-loss carriers, third-party administrators, pharmacy benefit managers, and benefit consultants/brokers.
- Oversee employee enrollments, status changes, qualifying life events, terminations, COBRA notifications, and benefit deductions.
- Ensure accurate benefit setup, maintenance, and auditing within ADP Workforce Now and related vendor platforms.
- Lead annual open enrollment planning and execution, including system configuration, employee communications, training materials, and issue resolution.
- Review benefit invoices and enrollment files for accuracy; reconcile discrepancies between carriers, payroll, and HRIS systems.
- Partner with payroll to ensure proper benefit deductions, imputed income, arrears handling, and accurate employee contributions.
- Monitor eligibility rules, waiting periods, dependent verification, and plan participation requirements.
- Respond to employee questions regarding coverage, claims issues, eligibility, plan options, and enrollment activity with a high level of customer service and confidentiality.
- Support administration and ongoing oversight of the company’s self-funded/self-insured medical plan.
- Work closely with TPAs, brokers, stop-loss providers, and internal stakeholders to monitor plan performance, claims trends, utilization data, and cost drivers.
- Assist with plan renewals, funding analysis, contribution modeling, and strategic recommendations related to plan design.
- Review and analyze claims, enrollment, and financial reports to identify trends, anomalies, and opportunities for cost containment and improved employee experience.
- Support required plan documentation and compliance for self-insured arrangements, including SPD/SMM updates, plan amendments, and reporting coordination.
- Assist leadership in evaluating vendor performance and benefit plan effectiveness using data-driven analysis.
Compliance and Risk Management
- Help ensure compliance with applicable federal, state, and local laws and regulations related to benefits, including but not limited to ERISA, ACA, COBRA, HIPAA, FMLA, Section 125, Medicare Part D, and other applicable benefit regulations.
- Coordinate required notices, filings, and benefit-related disclosures in partnership with internal stakeholders and external advisors.
- Maintain plan documents, summary plan descriptions, employee communications, and required records.
- Support nondiscrimination testing, 5500 coordination, ACA reporting processes, and benefits audit activity as applicable.
- Maintain confidentiality and security of sensitive employee health and personal information.
Qualifications/Requirements
- Bachelor’s degree in Human Resources Management, Business Administration or related field, or equivalent combination of education and experience.
- 5+ years of progressive HR experience with significant responsibility for employee benefits administration.
- Demonstrated hands-on experience with self-insured/self-funded health plans.
- Strong experience using ADP Workforce Now, especially benefits administration and reporting functionality.
- Strong Excel skills, including formulas, pivot tables, lookups, reconciliations, and reporting.
- Strong understanding of health and welfare plans, retirement plans, employee deductions, eligibility rules, and benefits operations.
- Working knowledge of applicable benefits compliance requirements including ERISA, ACA, COBRA, HIPAA, FMLA, and Section 125.
- Strong analytical, organizational, and problem-solving skills.
- Excellent written and verbal communication skills.
- High level of discretion with confidential and sensitive information.

Pay: $90,000.00 - $110,000.00 per year
