This position is responsible for managing the following Human Resources functions: recruitment and selection process, staff training and development programs, Human Resources policies and procedures, employee relations, and other assigned projects. Additionally, this position provides general professional support for Human Resources functions, projects, and activities.

Essential Job Duties
Recruitment and Selection
  • Manage the online recruitment and selection process for all university faculty and staff job openings, including:
    • Edit job postings and advertisements on Union’s website and in newspapers, trade journals, periodicals, and websites,
    • Manage the university’s applicant tracking system,
    • Work with selection committees and hiring managers on developing recruitment and advertising strategies, and
    • Supervise the HR Assistant in the posting of job openings, the referral of applications to selection committees, and the maintenance of recruitment files.
  • Maintain a bank of all faculty and staff job descriptions, ensuring compliance with ADA, FMLA, and FLSA laws. As required, conduct job analysis, recommend exempt/non-exempt status, edit drafts of submitted descriptions, and create new descriptions. Periodically request updated job descriptions from each department, school, or work unit.
  • Program HR IPEDS in Colleague system including making updates to position codes, running reports, compiling data for submission, and verifying data prior to submission.
  • Work with HR Assistant to respond to reports from background screening services for applicants and employees, including DMV reports. Address findings on an individual basis with each affected person.
  • Coordinate with HR Assistant to schedule pre-employment physicals and fitness for duty physical and psychological examinations. Review resulting reports from examinations and respond appropriately.
  • Manage the hiring of Graduate Assistants, determine classification based on policy, and maintain documentation of GA placements.
  • Manage employee immigration issues related to the employment of non-US citizens including reviewing employment documents and certifications. Coordinate H1-B Visa process and other immigration processes for hired employees.
Employee Relations
  • Receive, research, and respond to questions and concerns from staff, faculty, administrators, supervisors, graduate assistants, and students. Apply and administer established Human Resources policies and procedures to each situation as appropriate. Notify Associate Vice President of employee issues as they arise.
  • Together with Associate Vice President, serve as intake contact for employee complaints, grievances, and harassment charges. Conduct investigations as required and compile necessary documentation.
  • Serve as Family Medical Leave Officer including meeting with employees to determine needs, obtain and review medical certifications, identify available leave accruals, coordinate with employee’s supervisor, apply FMLA policy to each situation, and document the decision of each case. Maintain a spreadsheet of existing, recent, and upcoming cases.
  • Execute Termination Agreements in the absence of the Associate Vice President of Human Resources.
  • Develop and maintain HR’s SharePoint Site for employees use, including mandatory government postings, employee programs, training resources, and other employment information.
Training and Development
  • Create, implement, and evaluate employee training and development activities through EducateU, including:
    • Working with the Associate Vice President to develop staff training goals and strategies,
    • Conducting research, developing training programs and materials, scheduling, and marketing staff development classes, workshop and seminars.
    • Coordinating with other departments (e.g. Information Technology, Continuing Studies) and external vendors (on-line and classroom instructors) to deliver employee training;
    • Conducting periodic training needs assessment on both a work unit and university-wide basis.
  • Manage the New Employee Orientation Program including scheduling; determining attendees; extending invitations; arranging for presenters; arranging for sponsors; coordinating with HR staff for set-up, materials, notebooks, and decorations; and making presentations at the event.
HR Policies and Procedures
  • In coordination with the Associate Vice President, receive, research, and respond to questions regarding Human Resources policies, procedures, and processes. Consult with administrators, supervisors, and employees on the interpretation and application of University HR policies.
  • Conduct research on HR policies, including applicable Federal and State employment laws and regulations. Survey peer schools for policy-related insights and examples. Draft new policies and revise existing policies for the use and review of administrations. Make recommendations for policy changes and additions.
  • Serve with the Associate Vice President on the Policy Review Committee. Administer the Policy on Policies including compiling all university policies, establishing a review schedule for all policies, review new and revised policies, and ensure they are posted online, as appropriate. Develop and support an online repository for all university policies.
  • Assist the Associate Vice President in responding to institutional surveys and requests for information.
Other HR Responsibilities
  • Supervise the HR Assistant on the intake and processing of all Workers’ Compensation claims. Serve as back-up to the Assistant on completing Notice of Injury reports. Respond to requests from WC insurance carrier. Prepare periodic OSHA reports on workplace injuries.
  • Serve on the Title IX Committee, assist with communication and employee education efforts.
  • Provide professional support to HR activities and events (e.g. Employee Benefits Committee, Employee Benefits Committee, Back to School Dinner) and complete special projects as assigned.
  • Coordinate with HR Assistant for HR presence in social media, including maintaining and updating the HR Facebook account. Assist in the publication of HR newsletter.
  • Other projects and responsibilities as assigned by the Associate Vice President.

Other Job Duties

Required Qualifications
Graduation for an accredited college or university with a bachelor’s degree and a minimum of three years of professional human resources or related experience; or an equivalent combination of education and experience. Excellent written and verbal communication skills are also required.

Preferred Qualifications
Preference will be given to candidates with a master’s degree. Preference will also be given to candidates who possess a PHR or SPHR Certification and/or a SHRM CP/SCP Certification.
