Human Resources Manager

We are looking for a “Human Resources Manager” to be assigned to our ''Human Resources'' department located in Brownsville, Texas;


WHAT DO WE EXPECT?

  • Bachelor’s degree in Human Resources, Business Administration, Organizational Psychology, or a related field. A master’s degree or MBA is considered an advantage.
  • Minimum 10 years of progressive HR experience, with at least 4–5 years in a managerial or leadership role.
  • Experience managing HR operations across multiple locations or regions, preferably within industrial, manufacturing, engineering, or energy-related sectors.
  • Strong knowledge of labor laws, employment regulations, and HR best practices, particularly in the United States. Experience with multi-country HR environments is an advantage.
  • Proven experience in organizational development, change management, and workforce planning.
  • Demonstrated ability to build HR structures, policies, and processes in growing organizations.
  • Experience in performance management systems, compensation and benefits programs, and talent development initiatives.
  • Strong financial awareness with experience in HR budgeting, cost control, and workforce planning.
  • Professional HR certification (such as SHRM-CP, SHRM-SCP, PHR, or SPHR) is considered an advantage.


WHAT AWAITS YOU?

  • Lead and support organizational change management initiatives across all company locations and departments.
  • Develop, implement, and continuously improve HR policies, procedures, and strategic initiatives aligned with company goals.
  • Manage the full spectrum of HR functions, including recruitment and selection, salary administration, performance management, employee welfare, and industrial/employee relations across multiple locations.
  • Provide strategic guidance and expertise in the development, implementation, and enforcement of HR policies and procedures company-wide.
  • Work closely with the Operations team and site leadership to address workforce planning, operational HR matters, and organizational priorities.
  • Develop and implement staffing strategies and workforce planning to ensure adequate resources and capabilities within both the HR function and operational teams.
  • Oversee HR process mapping, documentation, and systems, ensuring accuracy, consistency, and integrity of HR data across all locations.
  • Provide coaching and advisory support to managers and supervisors regarding employee relations, performance management, and HR best practices.
  • Prepare and manage the HR department budget, ensuring effective cost control and alignment with business objectives.
  • Establish and maintain guidelines and standards for employee conduct, discipline, and workplace ethics.
  • Develop and manage the company-wide performance appraisal system and conduct performance evaluations for HR team members.
  • Provide guidance and participate in employee disciplinary actions and termination processes, ensuring legal compliance and consistency across the organization.
  • Lead the annual Learning Needs Analysis and develop the Total Learning and Development Plan aligned with company strategy and operational needs.
  • Continuously evaluate and improve training policies, development programs, and internship initiatives to support workforce capability and talent development.
  • Supervise and review HR specialists’ activities including recruitment processes, benefits administration, onboarding/offboarding, HR reporting, and HR development projects.
  • Manage departmental and project-related costs through planning, forecasting, and budget control.
  • Support and promote the company’s commitment to Quality, Health, Safety, and Environmental (QHSE) standards across all locations.
  • Ensure compliance with applicable labor laws, regulations, and company policies in all operating jurisdictions.
  • Foster a consistent corporate culture and employee engagement strategy across all Karpower locations.
