POSITION SUMMARY
At will position appointed and reporting to the County Auditor. Performs advanced knowledge work requiring the consistent exercise of discretion and judgement. The purpose of this position is to oversee the administration, development, and coordinates the County’s Human Resource operations to adhere to organizational policies, programs, activities and procedures, including the strategic and long-range plan and ensuring compliance with all applicable federal, state, local laws and regulations.
ESSENTIAL JOB DUTIES
o Ensures that the County’s human resources programs and initiatives are effective, efficient, and aligned with overall objectives of the leaders of Buchanan County.
o Oversees and administers the County’s compensation and benefits program, create and update job descriptions, leave plans, and conduct salary surveys.
o Administers or oversees disciplinary matters, disputes, grievances and investigations, affirmative action, performance management along with training and development.
o Collaborates with senior leadership to understand the organization’s goals and strategy related to staffing, recruiting, retention and trends.
o Monitors and ensures the County’s compliance with federal, state and local employment laws and regulations.
o Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge and communicate changes in policy, practices, and resources to other department heads and elected officials.
o Develops and implements departmental budget.
o Identifies workforce training needs, conducts or coordinates internal or external training opportunities.
o Deals with employee grievances and disputes, supports employee development, enhances job satisfaction, designs onboarding procedures and exiting processes.
o Direct department heads, elected officials, and immediate supervisors regarding employee issues, problems, and concerns. Reviews and approves corrective action before it is administered to employees, including union members, especially before termination is carried out, to ensure compliance with employment laws and policies, or unless the Code of Iowa dictates specific action for certain cases.
o Oversees unemployment compensation claims and serves as spokesperson at hearings.
o Serves on county committees as appointed by the County Auditor and performs human resource-related duties as required; serves as the County’s EEO Officer, ADA Compliance Coordinator, Title VI Coordinator and HIPAA Privacy Officer. Serves as management representative for collective bargaining teams; provides relevant information for input to the union contracts, monitors and ensures contract compliance.
o Manage workman’s compensation coverage and serves on safety committee.
o Manage and administers the county flexible spending accounts; deferred compensation accounts; health, dental, vision and life insurance coverages. Coordinates open enrollment and benefit meetings, manages new employee and exiting employee benefits. Conducts background checks. Assist employees with benefit questions, claims and claim resolution, COBRA administration, and FMLA leave. Work with varying representatives regarding changes, new enrollments, local and legislative updates.

o Work with union representatives regarding the varying union contracts; address employee’s questions, concerns and inquiries.
o Attend safety training, continuing education, conferences and workshops, etc. to keep current and up to date with local, state and federal laws and regulations.
o Work with department heads, elected officials and other courthouse employees, business associates, suppliers, and the general public in a proficient and professional manner.
INCIDENTAL JOB DUTIES
o Any other duties as assigned or required by the Board of Supervisors.

o Knowledge of employment law and best practices; minimum wage standards; required postings; OSHA regulations and reporting. Knowledge of COBRA, ERISA, FMLA, FLSA, ADA, ADAAA, EEO, Title VII of the Civil Rights Act of 1964, FCRA, Wage payment and collections law.
o Knowledge of the county’s employment policy and union contracts.
o Knowledgeable of basic office practices and the use of personal computers, printers, scanners, copy machines, shredders, other general office equipment and various computer software.
ENTRY REQUIREMENTS
Education/Training: Bachelor’s Degree in Human Resource Management or related field or extensive prior experience in human resources
And
Work Experience: Three (3) years of experience working in human resources or related field with emphasis in employment law and other government compliance regulation; Three (3) years of experience working in labor relations and employee relations with experience in conflict resolution, disciplinary processes, and workplace investigations. Experience in following and maintaining workplace privacy.

An equivalent combination of years of education, training and/or work-related experience that provides the knowledge, skills and abilities necessary to perform the essential job duties of the position. Preference given to individuals who possess an Associate’s Degree and/or Bachelor’s Degree in Human Resources or a related field.
Required licenses, registrations and certifications: PHR or SPHR/SHRM-CP or SHRM-SCP Certification preferred. Possession of a valid State of Iowa Driver’s license.
Required post-offer physical examinations: Must meet all requirements as outlined in the employee handbook.
Required drug testing: Drug testing shall be required as allowed by state law.
