Job Title: HR & Payroll Specialist – Compliance Focus (Bilingual English/Spanish Required)

Location: MG Electric, Lancaster, CA (with potential regional support)

Position Overview:
MG Electric is seeking a highly skilled HR & Payroll Specialist with strong expertise in compliance regulations and the ability to communicate fluently in both English and Spanish. This role is critical in supporting payroll administration, maintaining compliance with labor regulations, and bridging communication across our diverse workforce. The right candidate will thrive in a fast-paced construction environment while ensuring accuracy, transparency, and compliance in all HR and payroll functions.

Key Responsibilities:

  • Payroll Administration
  • Process multi-state weekly payroll for 150+ employees, including office staff, supervisors, and field crews.
  • Reconcile timesheets, prevailing wage reports, and jobsite labor allocations.
  • Manage garnishments, deductions, benefits contributions, and wage adjustments.
  • Coordinate with Accounting and Operations to resolve discrepancies and ensure payroll accuracy.
  • Compliance & Reporting
  • Ensure compliance with federal, state, and local employment laws (FLSA, FMLA, OSHA, California labor code, etc.).
  • Prepare and submit certified payroll reporting (DIR, LCPtracker, Elations, etc.) for prevailing wage projects.
  • Support external audits (DIR, WCIRB, DOL, HACLA, LACDA) by preparing accurate records and documentation.
  • Track I-9, E-Verify, new hire reporting, and other regulatory filings.
  • HR Support & Workforce Communication
  • Maintain accurate employee records, job classifications, and certification/licensing compliance (OSHA, equipment training, etc.).
  • Conduct bilingual onboarding and offboarding processes to ensure employee understanding of policies and benefits.
  • Provide HR guidance and policy clarification in both English and Spanish.
  • Serve as a bilingual resource for resolving employee concerns, supporting clear and compliant communication between management and the field.

Qualifications:

  • Bilingual proficiency in English and Spanish (verbal and written) required.
  • 3+ years of payroll and HR experience, preferably with a construction or multi-state employer.
  • Strong knowledge of payroll systems (ADP, Paychex, or similar) and HRIS platforms.
  • Experience with certified payroll reporting and prevailing wage compliance.
  • Strong knowledge of California and federal labor law.
  • Excellent communication and organizational skills, with the ability to handle sensitive information with confidentiality.

Preferred Skills:

  • Experience supporting audits or compliance investigations.
  • Familiarity with union agreements and trade labor classifications (IBEW or similar is a plus).
  • Previous experience in construction industry HR/payroll operations.

Pay: From $30.00 per hour

Expected hours: 40 per week
