FLSA Status: Exempt

Position Function: Non-clinical

Classification: Regular, Full-time

Schedule: Monday – Friday 1.0 FTE

Location: Onsite, position may be assigned to work at both IHC locations

SUMMARY: Under guidance from the Human Resource Director, this position will perform work of considerable difficulty, managing a range of complex functions and systems related to human resource administration; employee benefit and leave programs, employee incident reporting systems, human resources information data systems, staff-level training and development, and policy and procedure implementation. This position has a significant impact and influence on human resources workflow and operations. The Human resources manager regularly leads projects of critical importance to the department.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The information in this job description indicates the general nature and level of work performed. 1. Work closely with the human resources director to assess process and workflow efficiencies and make recommendations for change.

2. Maintain working knowledge and understanding of human resources department functions; provide on-going education and training to department personnel to ensure policies and procedures are followed, workflow is streamlined, and data entry is accurate.

3. Identify process improvement opportunities and contribute to the development of human resource strategic planning. Provides ongoing reports to the human resource director on established department key performance indicators.

4. Evaluate, recommend, plan, test, and participate in implementation and ongoing maintenance (upgrades) to existing and new human resources systems.

5. Manage the organizational performance management program, including set-up and release of performance evaluations within the organizational performance management system.

6. May oversee programs with department-wide impact while maintaining effective working relationships and systems of communication.

7. Manage employee benefit programs and oversee all open enrollment activities; respond to benefit inquiries from employees on plan provisions, qualifying events, and claim issues.

8. Ensure the accuracy of benefit enrollments and input of eligibility information into HRIS and associated 3rd party vendor systems. Perform quality checks on benefit-related data and reconcile discrepancies.

9. Work in coordination with Fiscal staff to validate/reconcile benefit invoices and billing statements prior to payment processing.

10. Manage employee leave programs and effectively interpret FMLA and ADA regulations; process and administer all leave-of-absence requests and ADA paperwork; maintain oversight of leave information systems and develops and distributes written correspondence to employees and supervisors.

11. Manage workers compensation claims and OSHA requirements. Correspond with WC carrier and departments to facilitate staff treatment and modified duty assignments as appropriate.

12. Mange employee incident reporting system; prepare reports and present information to the safety committee.

13. Respond to employee relation matters by conducting workplace investigations where appropriate. Engage and provide feedback regarding employee relations, coaching, and counseling with supervisors and staff and provides human resources guidance around policies and procedures.

14. Manage the off-boarding process and respond to all EDD and other applicable agency inquiries within the required timeline.

15. Maintain and audit employee files to ensure adequate documentation related to personnel, compensation, benefits, tax, performance reviews, terminations, and health requirements.

16. Maintain compliance with federal, state, and local employment and benefits laws and regulations as applicable to IHC.

17. Position may be re-assigned as part of activation of EOP.

SUPERVISORY RESPONSIBILITIES

This position has no supervisory responsibilities.

TRAVEL & DRIVING REQUIREMENTS

  • Travel may be required for this position.
  • Driving is not required for this position.

EDUCATION AND/OR EXPERIENCE

  • High school diploma or general education degree (GED) required.
  • Bachelor’s degree in human resources or related field preferred.
  • A minimum of 3 years’ Human Resources experience or equivalent experience in a management role required.
  • A minimum of 2 years’ experience working with insurance or benefit programs required.
  • Experience working with FMLA and Leave of Absence programs preferred.
  • Experience working with workers compensation programs preferred.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, and personnel information systems.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, and coordination of people and resources.
  • Critical Thinking and Problem Solving: skill in collecting, analyzing, and organizing technical data, skill in using logic and reasoning to identify approaches and solutions to situations, ability to recognize and solve problems, ability to exercise sound judgment in making critical decisions.
  • Communication: presents and expresses ideas and information effectively and concisely in oral and/or written form, listens and comprehends what others are saying, shares information with others and facilitates the open exchange of ideas and information, provides a complete and timely explanation of issues and decisions in a manner appropriate for the audience.
  • Must have above average knowledge and use of Microsoft Windows, Microsoft Office Suite (Excel, Word, Publisher, PowerPoint, & Outlook).
  • HRIS (Human Resources Information Systems) software.
  • Utilization of Paycom, PolicyTech, Credential My Doc, and Panda Doc systems.

CERTIFICATES, LICENSES, MEMBERSHIPS AND REGULATIONS

  • HR certification required or attainment within 6 months of hire.
  • SHRM membership required or attainment within 3 months of hire.
  • Current AED CPR certification or attainment within 6 months of hire.
  • Applicants must successfully pass a pre-employment physical exam, tuberculin skin test or x-ray and urine drug screen test that includes marijuana.
  • Health must be adequate to perform all duties of the position.
  • Must pass criminal background check.
