GENERAL STATEMENT OF RESPONSIBILITIES

Under limited supervision, this position is responsible for planning, coordinating, and overseeing
complex human resources programs and projects specifically related to public safety departments
(Police and Fire). Provides leadership in recruitment, employee relations, policy development, and
organizational culture. Serves as a strategic partner to public safety leadership to ensure HR practices
align with operational goals, legal requirements, and organizational values.


ESSENTIAL JOB FUNCTIONS

Responsible for the management, administration and coordination of employee recruitment and
selection, classification and compensation, and employee relations for public safety departments
(Police and Fire). Develops and administers compensation programs and recruitment initiatives;
provides oversight for disciplinary actions and employee complaint investigations to ensure
compliance with applicable regulations and City policy.

Demonstrates a deep understanding of public safety human resource needs and the ability to execute
tasks effectively.

Research and develop human resources programs and projects in assigned areas of responsibility.

Participate in special teams, task forces, and individual projects addressing a variety of City
management issues.

Consult and communicate with management to determine City needs and priorities and to coordinate
programs and projects in Police and Fire that align with these priorities.

Stays abreast of legal developments at the state and federal levels, as well as court decisions and HR
trends that will impact department operations.

Collaborate with the City Attorney, Internal Affairs, and other departments to develop and apply
policy.

Conduct studies and analyses related to HR issues to evaluate trends, program effectiveness, resource
utilization, and alternative methods.

Lead and manage staff and work groups on special projects and studies

Performs other duties as assigned.

PERFORMANCE STANDARD

REQUIRED KNOWLEDGE

  • Human Resources – Comprehensive knowledge of the functional areas of human resources and

extensive knowledge of modern adult learning principles, as well as organizational development
principles and practices. Knowledge of all pertinent federal and state Human Resources law and
regulations, including FLSA and other DOL regulations, ADA, USERRA, USCIS and related human
resources legislation. General knowledge of organizational development principles and practices.

  • Public Safety - Considerable knowledge of paramilitary organizational culture and the operational
dynamics of police and fire departments
  • Management of Personnel – Knowledge of leadership techniques, principles and procedures to
assign, schedule, supervise, train and evaluate the work of assigned staff. Knowledge of office
systems, practices and administration.
  • Customer Service – Thorough knowledge of principles and processes for providing customer
services. This includes setting and meeting quality standards for services and evaluation of
customer satisfaction.

REQUIRED SKILLS

  • Critical Thinking – Uses logic and reasoning to understand, analyze, and evaluate complex

situations and then to research information to identify the strengths and weaknesses of alternative
solutions, conclusions or approaches to the situation.

  • Interpersonal Relationships – Develops and maintains cooperative and professional relationships
with employees, managers, and representatives from other departments and organizations. Shares
knowledge with staff for mutual and departmental benefit.
  • Computer Skills – Utilizes personal computer applications to include database administration,
word processing, spreadsheet, and related software.


REQUIRED ABILITIES

• Coordination of Work – Ability to establish and implement effective administrative programs and

procedures. Ability to plan and organize daily work routine. Establishes priorities for the
completion of work in accordance with sound time-management methodology. Attends and
maintains a calendar for meetings, deadlines and events. Performs a broad range of supervisory
responsibilities over others.

  • Communication – Excellent ability to effectively communicate complex ideas and proposals orally
and in writing so others will understand, to include preparation of reports, memorandums,
agendas, and policies. Excellent ability to listen and understand information and ideas presented.
Ability to handle a variety of human resources issues with tact and diplomacy in a confidential
manner.

  • Accounting and Budgeting – Ability to perform arithmetic, algebraic, and statistical applications.
Ability to employ economic and basic accounting principles and practices in the analysis and
reporting of financial data.




EDUCATION AND EXPERIENCE

Requires any combination of education and experience equivalent to a Bachelor’s Degree in Public
Administration, Business Administration, Human Resources, or a related field. 6 years of specialized
Human Resources experience in areas such as Talent Acquisition, Recruitment and Employee
relations and 3 years of supervisory experience, or an equivalent combination of education and
experience.

Direct experience supporting police and/or fire departments strongly preferred.

ADDITIONAL REQUIREMENTS

  • A valid driver’s license with an acceptable driving record.

  • An acceptable general background check to include a local and state criminal history check.

  • Human Resources Professional designation such as, but not limited to Certified Internet Recruiter

(CIR), HRCI HR Certification (SPHR/PHR), SHRM HR Certification (SHRM-SCP/SHRM-CP),
PSHRA CP/SCP


PHYSICAL REQUIREMENTS

• Requires the ability to exert light physical effort in sedentary to light work.
  • Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10
pounds).
  • Tasks may involve extended periods of time at keyboard or work station.

SENSORY REQUIREMENTS

  • Some tasks require the ability to perceive and discriminate sounds and visual cues or signals.
  • Some tasks require the ability to communicate orally.

ENVIRONMENTAL EXPOSURES

Essential functions are regularly performed without exposure to adverse environmental conditions.
