GENERAL STATEMENT OF RESPONSIBILITIES
Under limited supervision, this position is responsible for planning, coordinating, and overseeing
complex human resources programs and projects specifically related to public safety departments
(Police and Fire). Provides leadership in recruitment, employee relations, policy development, and
organizational culture. Serves as a strategic partner to public safety leadership to ensure HR practices
align with operational goals, legal requirements, and organizational values.
ESSENTIAL JOB FUNCTIONS
Responsible for the management, administration and coordination of employee recruitment and
selection, classification and compensation, and employee relations for public safety departments
(Police and Fire). Develops and administers compensation programs and recruitment initiatives;
provides oversight for disciplinary actions and employee complaint investigations to ensure
compliance with applicable regulations and City policy.
Demonstrates a deep understanding of public safety human resource needs and the ability to execute
tasks effectively.
Research and develop human resources programs and projects in assigned areas of responsibility.
Participate in special teams, task forces, and individual projects addressing a variety of City
management issues.
Consult and communicate with management to determine City needs and priorities and to coordinate
programs and projects in Police and Fire that align with these priorities.
Stays abreast of legal developments at the state and federal levels, as well as court decisions and HR
trends that will impact department operations.
Collaborate with the City Attorney, Internal Affairs, and other departments to develop and apply
policy.
Conduct studies and analyses related to HR issues to evaluate trends, program effectiveness, resource
utilization, and alternative methods.
Lead and manage staff and work groups on special projects and studies

REQUIRED ABILITIES
• Coordination of Work – Ability to establish and implement effective administrative programs and

maintains a calendar for meetings, deadlines and events. Performs a broad range of supervisory
responsibilities over others.

EDUCATION AND EXPERIENCE
Requires any combination of education and experience equivalent to a Bachelor’s Degree in Public
Administration, Business Administration, Human Resources, or a related field. 6 years of specialized
Human Resources experience in areas such as Talent Acquisition, Recruitment and Employee
relations and 3 years of supervisory experience, or an equivalent combination of education and
experience.
