**Work Schedule Mon - Fri 8.30am-5:00pm** **(UNION and NON-PROFIT EXP PREFERRED)**

Pay range is $95K to $120K/year depending on the relevant years of experience.

We offer a competitive package of employee benefits for 30 to 40-hour week positions. You will receive a defined contribution amount of up to $15,433.08 per year (prorated for part-time employees working less than 40 hours per week) to purchase the benefits of your choice on a cafeteria plan basis. Any amount of this defined contribution not used towards your benefits will be paid to you as taxable earnings. We offer a retirement plan with a generous employer match starting at 4% after one year of employment. Our paid time off is also more generous than many employers with vacation time accruing up to 25 days per year, 6 days of sick time per year and 12 paid holidays.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

1. Talent Acquisition and Staffing*

  • Oversee preparation, review, and revision of job descriptions and position competencies.
  • Coordinate and consult with managers regarding recruitment needs and strategies.
  • Partner with the Recruiting Team during the offer and hiring phase, including recommending competitive salaries for non-union positions in alignment with internal equity and Agency budget; extending and rescinding offers; coordinating onboarding and new hire orientations; and ensuring hiring actions are compliant and consistently applied.
  • Ensure compliance with personnel requirements related to licensing, credentialing, and regulatory standards.

2. Employee Relations and Manager Support*

  • Partner with managers to promote a respectful, inclusive, and compliant workplace culture.
  • Conduct and support investigations of employee relations concerns, including allegations of harassment, discrimination, or other workplace issues; manage documentation, disciplinary actions, and due-process requirements; escalate complex or high-risk matters to the CHRO as appropriate.
  • Facilitate effective communication and conflict resolution among employees and work teams.
  • Represent or support the Agency in personnel-related hearings and investigations, including unemployment hearings.
  • Maintain thorough documentation of employee relations matters, actions taken, and outcomes.

3. Labor Relations*

  • Support the CHRO in labor relations activities, including labor negotiations, grievances, mediations, and arbitrations.
  • Provide guidance to managers regarding collective bargaining agreement interpretation and compliance.
  • Support labor-management collaboration to address workplace issues and reduce organizational risk.

4. Performance Management and Compensation*

  • Oversee the Agency’s performance appraisal process and manage the performance evaluation system.
  • Oversee the administration of monthly and annual salary increases in alignment with Agency guidelines, labor agreements, and budget.

5. HR Reporting and Compliance*

  • Prepare and analyze HR reports, metrics, surveys, and censuses to comply with government regulatory requirements, Agency needs, senior management requests, and third-party reporting obligations. This includes, but is not limited to, EEO-1, HR quarterly reports, benefits and compensation surveys, and employee satisfaction surveys, as well as any additional HR reporting or analyses as required by the Agency.

6. Records Management and Confidentiality*

  • Oversee the maintenance of personnel files, documents, and employee information to ensure accuracy, confidentiality, and compliance with applicable privacy and employment laws.

7. Training and Organizational Support*

  • Assist in developing, delivering, and coordinating training for managers and employees on employee relations, performance management, and HR best practices.
  • Support the development and ongoing improvement of new-hire orientation and onboarding programs.

8. Regulatory Monitoring and Best Practices*

  • Keep abreast of changes in human resources laws, labor regulations, and best practices and assist with implementation of required changes.
  • Serve as a resource to managers on employment law, labor contract compliance, and HR-related issues.
  • Recommend process and system improvements to strengthen HR operations and service delivery.

9. Collaboration*

  • Interface with IT, Finance, Payroll, and other departments on personnel, staffing, systems access, and reporting matters.

OTHER DUTIES AND RESPONSIBILITIES:

  • Maintain knowledge of wages and salaries, employee benefits, workers’ compensation, ADA, and leave administration.
  • Provide backup support for HR department functions as needed.
  • Prepare correspondence, reports, and materials using HR systems and standard office software.
  • Attend Agency meetings, trainings, and events as required.
  • Provide transportation for Agency business as needed.

KNOWLEDGE, SKILL AND ABILITIES REQUIRED: (E = Essential; D = Desired)

1. Education and Experience

  • Bachelor’s degree and a minimum of three years of full-time, directly related human resources experience; additional experience may substitute for education on a year-for-year basis. (E)
  • PHR or other HR certification, particularly in employee or labor relations. (D)
  • Experience working in a unionized environment. (D)
  • Familiarity with HRIS platforms such as UKG, PerformancePro, or similar systems. (D)

2. Communication and Technology

  • Strong written and verbal communication skills; ability to prepare clear documentation and reports. (E)
  • Proficiency with MS Office applications (Word, Excel, Outlook) and HR systems; ability to analyze and report HR data. (E)
  • Effective public speaking, facilitation, and training skills. (E)

3. Organizational and Interpersonal Skills

  • Ability to manage multiple priorities, meet deadlines, exercise sound judgment, and maintain confidentiality in a fast-paced environment. (E)
  • Ability to work effectively with individuals from diverse backgrounds and with varying communication styles. (E)

4. Licensing and Physical Requirements

  • Valid California Driver License with access to a reliable vehicle and current proof of auto liability insurance, and a clean DMV record. (E)
  • Physical requirements consistent with office-based work, with or without reasonable accommodation. (E)
