Job Summary
An administrative leadership position responsible for supervising Human Resources functions in accordance with the company’s approved policies and procedures. The role aims to manage and develop the company’s workforce, provide efficient and effective administrative support services, and oversee all employee affairs within the organization.
Key Duties and Responsibilities

Supervise the process of identifying the company’s human resource needs and planning them in accordance with approved human resource planning mechanisms, and guide the development and updating of these mechanisms in line with modern and appropriate methodologies.

Participate in setting the company’s objectives, policies, and business strategies, and contribute to the preparation of related operational plans.

Prepare Human Resources Department work plans, approve the plans and programs of its sections, and supervise their implementation.

Supervise the proper execution of duties and activities of department staff in accordance with approved plans and programs.

Prepare periodic and non-periodic reports on the department’s activities and performance level, and submit them to the Chief Executive Officer.

Directly supervise department employees, resolve their work-related issues, and hold regular meetings with them.

Create a suitable administrative and organizational work environment within the department, and provide appropriate material and moral incentives to motivate employees toward productivity, participation, and creativity.

Work to improve the performance level of department employees through guidance, development of their capabilities, and performance evaluation.

Coordinate communication channels between the Human Resources Department and other company departments, and work on enhancing them.

Ensure the proper implementation of procedures related to attracting and hiring qualified and competent personnel, and develop effective recruitment methods.

Guide the Head of Human Resources Services Section on effective mechanisms for applying company policies and procedures related to employee affairs, and ensure proper implementation.

Supervise the preparation of specialized HR studies, including statistical indicators, analysis of employee turnover and attrition rates, and conducting surveys to diagnose workflow challenges and development methods, and ensure implementation of their recommendations.

Supervise the execution of procedures related to employee affairs decisions such as appointments, promotions, and retirements.

Review and audit the results of the annual employee performance appraisal process and submit them to the Chief Executive Officer.

Coordinate with the Finance Department to allocate the required budgets for staffing, training, and employee motivation.

Perform any other duties assigned by the direct supervisor that fall within the scope of the department’s work.
Qualifications and Experience
Educational Qualifications

Required:
Bachelor’s degree in business administration or human resources.

Preferred:
Master’s degree in human resources management.
Professional Experience
-
Required:
Minimum of 10 years of experience in one or more areas of Human Resources Management and Development.

Preferred:
Minimum of 3 years of supervisory experience.
Required Skills and Experience

Experience in Human Resources planning.

Experience in identifying training needs, preparing training plans, and following up and evaluating their effectiveness.

Experience in employee performance appraisal and analysis of appraisal results.

Experience in recruitment, selection, and conducting interviews.

Holding specialized professional certifications in the field of Human Resource
