Position Overview

Buffalo Homecare Inc is seeking a detail-oriented and organized Human Resources / Payroll Specialist to manage HR operations and payroll processing for our growing home care agency. This position plays a critical role in ensuring compliance with NYS Department of Health regulations, maintaining accurate employee records, and processing timely payroll for caregivers and office staff.

The ideal candidate has experience in home care, healthcare HR, or a similarly regulated environment.

Key ResponsibilitiesHuman Resources

  • Manage full-cycle onboarding (I-9 verification, employment paperwork, background checks)
  • Maintain employee personnel files in compliance with NYS DOH regulations
  • Track caregiver certifications, physicals, PPDs, annual in-services, and required documentation
  • Assist with recruitment efforts and job postings
  • Handle employee relations matters professionally and confidentially
  • Ensure compliance with federal, state, and labor laws
  • Maintain accurate HR records and reports

Payroll

  • Process weekly or biweekly payroll for caregivers and administrative staff
  • Review and verify timesheets (HHAeXchange or other EVV systems preferred)
  • Ensure accurate calculation of overtime, holiday pay, PTO, and differential rates
  • Address payroll discrepancies and employee inquiries
  • Maintain payroll records and prepare payroll reports
  • Coordinate payroll tax reporting and compliance

Qualifications

  • Minimum 2 years of HR and/or payroll experience (home care experience strongly preferred)
  • Experience processing payroll using Paychex (preferred)
  • Knowledge of NYS labor laws and Department of Health compliance requirements
  • Experience with HHAeXchange or other EVV systems preferred
  • Proficiency in Microsoft Office (especially Excel)
  • Strong organizational skills and attention to detail
  • High level of confidentiality and professionalism
  • Associate’s or Bachelor’s degree in HR, Business Administration, or related field preferred
