The City of Lynwood is seeking a strategic, analytical, and service-driven Human Resources & Risk Analyst to help strengthen the City’s workforce systems and protect organizational integrity. This is more than a technical role — it is an opportunity to serve as a trusted advisor, problem-solver, and strategic partner within a growing municipal organization.
In this position, you will influence recruitment strategy, compensation structures, employee relations practices, and risk mitigation efforts that directly impact City services delivered to our community.

THE TEAM

Reporting to the HR Director, the Human Resources & Risk Analyst joins a collaborative four-member HR team supporting approximately 150 full-time employees across multiple departments. This structure provides meaningful exposure to executive-level decision-making while allowing for hands-on impact.

Examples of Duties

HOW YOU WILL MAKE AN IMPACT

  • Design and implement innovative recruitment and talent acquisition strategies to attract top-tier public sector professionals.
  • Conduct classification studies and compensation analyses that support equitable and competitive pay structures.
  • Support labor negotiations and provide guidance on contract interpretation and employee relations matters.
  • Strengthen compliance programs related to EEO, ADA, and regulatory requirements.
  • Coordinate Workers’ Compensation and general liability claims to reduce exposure and improve outcomes.
  • Advance safety initiatives and loss prevention strategies across departments.
  • Support CalPERS retirement processes and benefits administration with accuracy and professionalism.
  • Prepare data-driven staff reports and executive memoranda that inform policy decisions.

Requirements

WHAT WE ARE LOOKING FOR

EDUCATION:

Bachelor’s degree in Public Administration, Business Administration, Human Resources, Psychology, or related field (or equivalent qualifying experience).

EXPERIENCE / CERTIFICATION

  • Two (2) years of progressively responsible Human Resources and/or Risk Management experience in a governmental setting.
  • PSHRA and/or SHRM HR Certification highly desired, but not required.

OUR HIRING PLAN

  • Retirement - Effective January 1, 2013, new members to CalPERS or an agency with CalPERS' reciprocity will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive 2% @ 62 benefit formula. Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 3% @ 60 benefit formula. All employees are required to pay the full employee contribution to CalPERS.
  • 8% EPMC - All employees are required to pay the 8% CalPERS member contribution.
  • Medical Insurance – The City pays up to $1128.40 per month towards any medical plan selected by the employee and his/her eligible dependents.
  • Dental/Vision Insurance – The City will contribute up to 80% of the family premium for dental and vision insurance.
  • Life Insurance – Life, AD & D covered at 100% by the City.
  • Long-Term Disability - covered at 100% by the City.
  • Short-Term Disability - covered at 100% by the City.
  • Deferred Compensation - The City offers a choice of two deferred compensation providers.
  • Vacation - Accrued at two weeks each year with increases based on years of service.
  • Sick Leave- 96 hours annually.
  • Management Leave – 70 hours annually
  • Other Leave- 10 paid holidays and 4 days floating holiday leave.
