Our client, Muhlenberg Township, Berks County, PA is seeking qualified applicants for a full-time Human Resources Specialist.
Under direction of the Township Manager, the HR Specialist will administer all human resource functions including recruitment, compensation and benefits, policy development, performance management, compliance, training and employee relations.
Responsibilities include but are not limited to:
- Advise the Township Manager and department heads on HR matters, policies and best practices.
- Recommend, develop and implement HR policies and procedures to ensure compliance with laws and regulations.
- Manage recruitment, selection, onboarding and orientation process for all Township positions.
- Oversee employee records, job descriptions and personnel files.
- Provide recommendations for hiring, discipline, discharge and compensation to the Township Manager.
- Administer compensation programs, salary reviews and benefits enrollment.
- Ensure compliance with benefit regulations and recommend enhancements to benefit offerings.
- Coordinate training, professional development and performance management programs.
- Oversee the implementation of HR technologies to improve operations, including HRIS and digital tools for recordkeeping and communication.
- Collaborate with outside legal counsel and third party providers to address HR related matters in accordance with legal regulations.
- Administer and oversee all workers compensation, leave management and accommodation requests.
- Support Township Manager in managing relationships with unions and collective bargaining agreements, including interpretation of union language and assistance with grievance and arbitration processes.
Successful candidates will have the following requirements:
- A minimum of an Associate’s degree in Business, Human Resources or another related field.
- A minimum of 7 years experience in a similar role overseeing HR functions
- Experience working in a union environment is helpful
- Strong communication skills, both written and verbal
- Strong project management skills, including long-range planning and adherence to deadlines.
- Proficiency in mathematical calculations for payroll and benefits administration.
- Ability to analyze complex HR issues and develop practical solutions.
