About this position:

The Human Resources Specialist position is responsible for serving as the lead worker of all facets of Human Resources in DOTD District 08 and will report directly to the Region 1 HR Manager.

While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD polices, procedures, manuals, and directives.

Minimum Qualifications

Six years of human resources experience; OR

Six years of full-time experience in any field plus three years of human resources experience; OR

A bachelor’s degree plus three years of human resources experience; OR

An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information

Job Duties:
  • Lead HR Liaison: Serve as the primary expert and liaison between District 58 and Headquarters to oversee all regional HR programs.
  • Interpret Policy: Interpret Civil Service Rules and DOTD policies to provide strategic guidance to District management and staff.
  • LaGov HCM Management: Execute and audit complex personnel actions and appointments within LaGov HCM to ensure accuracy.
  • Payroll Audit: Perform biweekly payroll audits to resolve coding errors and ensure accurate employee compensation.
  • Staff Oversight: Direct the workflow of HR Analysts and provide professional coaching to ensure smooth office operations.
Position-Specific Details:
Appointment Type: This position may be filled as probational, job appointment, detail to special duty, promotion, or voluntary demotion of a current DOTD employee.

Compensation:
Special Entrance Rate (SER) for the Human Resources Specialist is $2,080.80 bi-weekly.
