Human Resources Substitute Manager

REPORTS TO: Coordinator of Human Resources

QUALIFICATIONS:

1. High School Diploma or GED.
2. Thirty hours college credit with some business orientation; or equivalent business school background; or three years of general/secretarial experience.
3. Keyboarding and computer proficiency.
4. Computational, organizational, and communication skills.

PRIMARY PURPOSE:

Maintain a professional and cooperative atmosphere with all customers and district colleagues, assure the smooth and efficient operation of substitutes services and personnel records for the Human
Resources Department.

TERMS OF EMPLOYMENT: Noncontractual (At-will), Clerical/Technical Pay Grade 5

226 days estimated 8 hours daily, Wage/Hour status: Nonexempt.

MAJOR RESPONSIBILITIES AND DUTIES:

1. Enter FMLA and Disciplinary absences for employees as requested by HR Supervisors for payroll verification.
2. Monitor substitute needed jobs in the system and respond appropriately.
3. Train and assist campus sub coordinators/administrative assistants on substitute processes as needed.
4. Assist all employees with absentee/substitute system daily.
5. Receive information from principals on the substitute’s performance in the classroom.
6. Document and file information electronically in the substitute’s application/file.
7. Notify the Coordinator of Human Resources of all negative substitute reports and handle accordingly.
8. Ensure that the substitute application file is up to date, all credentials are present, and all files are readily accessible to other Human Resource department employees including the payroll department.
9. Assist Payroll Department in verifying files with monthly payroll report as needed.
10. Shred/destroy outdated substitute and personnel records in accordance with the district-wide records management plan.
11. Distribute, maintain, and file a copy of the reasonable assurance letter within sub file.
12. Design and maintain computer substitute file.
13. Run Criminal History Reports as needed for substitutes.
14. Maintains manual and electronic documents and records (e.g., personnel records, employee lists, etc.) for the purpose of providing accurate information in compliance with established guidelines.
15. Inform the Coordinator of Human Resources of all negative Criminal History Report results.
16. Revise, print, and distribute the Substitute Handbook on an annual basis.
17. Annually update, print, and distribute personnel handbook and directory; maintains current work-site postings.
18. Facilitate and schedule in-service meetings for new and returning substitutes and document attendance.
19. Edit and correct data as related to substitutes.
20. Maintain notary license.
21. Demonstrates willingness to assist in other areas of the Human Resources Department.
22. Limits personal telephone calls during the business day.
23. Maintains positive and cooperative working relationships with colleagues and others in the conduct of district business and demonstrates teamwork in daily activities.
24. Is prompt and timely in completing assignments and attending to details accurately and efficiently.
25. Is regular in attendance and complies with notification procedures for absences.
26. Provides complete and accurate information in the conduct of district business.
27. Maintains confidentiality in the conduct of district business and complies with district policies, as well as state and federal laws and regulations.
28. Adheres to the district’s safety policies and procedures.
29. Participates in staff development training programs to improve job performance, meetings and district events as assigned.

30. Complies with directives from supervisor and performs other tasks and assumes such responsibilities as related to the position and assigned.

EQUIPMENT USED: Uses designated software, computer, printer, FAX, calculator, and telephone.

WORKING CONDITIONS:

Mental Demands: Reading, ability to communicate effectively (verbal and written); ability to perform basic arithmetic; maintain emotional control under stress; works with frequent interruptions.
Physical Demands/Environmental Factors: Repetitive hand motions; prolonged use of computer terminal and telephone; occasionally lifting heavy boxes.

Job Type: Full-time

Pay: From $16.56 per hour
