Lead DOTD’s Classification & Compensation Strategy

The Louisiana Department of Transportation and Development (DOTD) is seeking an experienced Human Resources Supervisor to supervise the Headquarters Classification and Compensation Unit within the Compensation & Staffing (C&S) Section.

This position serves as a working supervisor, performing complex classification and compensation work while supervising professional HR staff. The role involves analyzing position and pay issues, advising DOTD executives and management on sensitive classification and compensation matters, and preparing, reviewing, and presenting position papers and recommendations for executive and committee consideration.

With oversight of classification and compensation activities affecting more than 5,000 positions statewide, this role is critical to maintaining internal equity, regulatory compliance, and alignment with DOTD’s compensation philosophy. The position works closely with executive leadership, appointing authorities, and State Civil Service on high-impact workforce matters.

This role is ideal for an HR professional who thrives in a fast-paced, policy-driven environment and is comfortable advising executive leadership on sensitive and impactful workforce decisions.

We are seeking candidates who combine technical expertise in classification and compensation with strong leadership, communication, and judgment.

Minimum Qualifications

Six years of human resources experience; OR

Six years of full-time experience in any field plus three years of human resources experience; OR

A bachelor’s degree plus three years of human resources experience; OR

An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information

Job Duties:

  • Supervises and evaluates professional HR staff responsible for classification reviews, compensation analysis, and discretionary pay actions

  • Reviews, analyzes, and recommends classification, pay, and job study actions to ensure compliance with State Civil Service rules and DOTD policies

  • Advises DOTD executives and management on complex and sensitive classification and compensation matters

  • Prepares, reviews, and presents position papers and recommendations for executive and committee review

  • Coordinates special projects including job studies, desk audits, reorganizations, and compensation reviews

  • Ensures timely implementation of approved pay actions and maintains required supporting documentation

  • Conducts or oversees position audits and investigations related to out-of-classification work

  • Monitors rule and policy changes and provides guidance and training as needed

  • Reviews and recommends FLSA classification determinations and coordinates related system updates in accordance with applicable approvals

  • Develops reports and analyses related to compensation, turnover, and workforce trends

Position-Specific Details:

Appointment Type: This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

0 months to less than 2 years - $1.00/hour
2 years to less than 4 years - $1.50/hour
4 years or greater - $2.00/hour
