Human Resources/Operations Administrator

The details:

Schedule: Approximately 20 hours/week

Location: Stafford, Virginia/occasional onsite/ remote

Contract Type: Contract/1099 with possible growth to full-time employee

Dark Horse Technologies is seeking a Human Resources/Operations Administrator to join our team! You will perform activities in human resources from developing talent acquisition strategies to recruiting new hires on our Federal contractor engagements.

Duties, Tasks & Responsibilities

  • HR Operations & Administration: Managing onboarding/offboarding, maintaining employee files (electronic and paper), and ensuring data integrity in HRIS.
  • Compliance & Reporting: Ensuring compliance with federal, state, and contractual labor laws, including E-Verify, I-9 auditing, and AAP (Affirmative Action Plans).
  • Payroll & Timekeeping: Managing timesheet accuracy, PTO/sick leave tracking, and assisting with bi-monthly payroll submission.
  • Operations & Support: Supporting recruitment (screening, scheduling), managing company rosters, and coordinating with facility security officers for CONUS/OCONUS travel.
  • Employee Relations: Acting as the first point of contact for employee questions regarding policies and benefits.

Required Experience, Skills, & Technologies

  • Experience: 3–5+ years in HR roles, with specific experience in government contracting preferred.
  • Software Proficiency: Experience with Deltek, Unanet, Quickbooks, and MS Office (Excel, Outlook).
  • Knowledge: Familiarity with Service Contract Act (SCA) and OFCCP regulations.
  • Skills: Exceptional attention to detail, strong communication, and ability to work independently.
  • Education: Bachelor's degree in HR or Business Administration preferred.
