The Human Resources and Safety Manager will be responsible for overseeing all aspects of human resources management and safety compliance within the company. This role requires a dynamic individual who can effectively manage the workforce, implement safety programs, and ensure compliance with both federal and state regulations. The position combines HR responsibilities, such as recruitment, employee relations, and training, with safety management, ensuring a safe work environment for all employees working with potentially hazardous materials and machinery.

Human Resources Responsibilities

Recruitment & Staffing:
Manage the full-cycle recruitment process for various positions within the company, including yard operations, field operations, and office staff.
Coordinate with managers to identify staffing needs and ensure that the recruitment process is efficient and compliant with company standards.

Employee Relations:
Serve as the point of contact for all employee relations issues, including conflict resolution, complaints, and disciplinary actions.
Promote a positive workplace culture through employee engagement activities and communication.
Implement employee recognition programs to encourage high performance and morale.

Compensation & Benefits:
Administer compensation plans, including salary benchmarking, payroll, and bonuses.
Manage employee benefits programs, ensuring employees are informed of their options and that benefits are administered accurately.
Stay updated on compensation trends to ensure the company remains competitive in the industry.
Training & Development:
Coordinate new employee onboarding, including orientation and safety training.
Develop and implement ongoing training programs to enhance employee skills and ensure compliance with company standards and industry regulations.
Work closely with managers to identify skills gaps and create development plans.

Compliance & Policy Management:
Ensure that all HR policies and practices are compliant with federal, state, and local labor laws.
Update and maintain the company’s Employee Handbook and related HR policies.
Handle workers' compensation and unemployment claims in accordance with legal requirements.
Collaborate with senior management to develop HR and safety-related policies that align with company goals and industry standards.

Safety Responsibilities

Safety Program Development:
Develop, implement, and manage a comprehensive safety program for all employees, focusing on minimizing risk, promoting health, and preventing accidents.
Regularly review and update safety procedures to ensure compliance with OSHA regulations and other relevant safety standards.
Develop and manage emergency response plans for accidents, natural disasters, and other workplace emergencies.

Safety Training & Compliance:
Lead safety training initiatives, including mandatory OSHA certifications, railroad certifications, hazard communication, personal protective equipment (PPE) usage, and emergency response procedures.
Ensure all employees are trained on safety protocols and that training records are maintained.
Conduct regular safety audits and risk assessments to identify hazards and areas for improvement.
Incident Investigation & Reporting:
Investigate workplace accidents or near-misses to determine causes and develop corrective actions.
Ensure all incidents are reported accurately and in a timely manner to appropriate authorities.
Develop and track metrics related to safety incidents, implementing strategies for continuous improvement.
Safety Equipment & PPE Management:
Ensure that all safety equipment and personal protective equipment (PPE) are provided to employees and are in good condition.
Monitor and ensure that proper safety procedures are followed when handling hazardous materials, machinery, and equipment used in the railroad industry.
Regulatory Compliance:
Stay updated on local, state, and federal safety regulations related to the railroad industry, including OSHA, FRA, and DOT standards.
Prepare for and coordinate safety audits and inspections from regulatory agencies.
Maintain and update safety documentation and records, ensuring full compliance with all regulatory bodies.

Qualifications

Education & Experience:
Bachelor’s degree in Human Resources, Safety Management, Business Administration, or related field.
Minimum of 3
years of experience in human resources and safety management, preferably in manufacturing or construction industries. Experience in railroad materials industries would be highly valued.

Skills:
Strong knowledge of
OSHA, FRA, and DOT regulations as they pertain to safety in industrial and railroad environments.
Excellent communication, interpersonal, and conflict resolution skills.
Proven experience in managing worker’s compensation, employee benefits, and regulatory compliance.
Ability to develop and implement comprehensive safety and HR training programs.
Strong organizational and multitasking skills, with the ability to manage competing priorities.

Physical & Work Environment Requirements

Ability to work in a manufacturing or industrial environment with exposure to heavy machinery, hazardous materials, and outdoor conditions.
Must be able to
lift up to 50 lbs and perform physical tasks as needed.
Ability to travel to different job sites and attend safety inspections or meetings as required.
