Human Services Manager-Fiscal

Description/Summary

The Human Services Manager – Fiscal position oversees all financial operations of the Green County Human Services Department, ensuring compliance with county, state, and federal requirements. Reporting to the Human Services Director, this position provides leadership in budgeting, accounting, auditing, and fiscal policy development, while directing staff responsible for accounts receivable, accounts payable, billing, and other administrative functions. The role supervises fiscal staff as well as administrative personnel. Additional responsibilities include managing fiscal systems and procedures, coordinating audits, preparing financial and narrative reports, and monitoring the budget.

Essential Duties and Responsibilities

ESSENSTIAL DUTIES AND RESPONSIBILITIES including the following:

  • Direct and perform all aspects of the department’s accounting policies and practices and assure compliance with state and federal requirements.
  • Assist the Director in the development of departmental fiscal policy and make presentations to committees and boards as appropriate/required.
  • Supervise the planning and implementation of new fiscal programs/procedures and assure evaluation of the effectiveness of existing fiscal programs, policies and procedures.
  • Consult with departmental managers/supervisors/staff, contracted personnel and other county staff to assure that fiscal programs/activities are implemented and functioning as required.
  • Assist the Director in the preparation and implementation of the annual budget for programs and services as approved by the Human Services Board.
  • Assist the Director in monitoring all purchases of service contracts.
  • Prepare fiscal and narrative reports as necessary for federal, state and county government.
  • Oversee the maintenance of fiscal control records relative to costs, supplies/equipment, office space, etc.
  • Serve as a department liaison with respect to computer hardware/software applications and design including the Electronic Healthcare Record (EHR) System, EchoVantage, and Financial Software, Munis.
  • Provide technical support and training to various Human Services departments on the EHR system.
  • Oversee funding/billing/purchasing activities of all departmental programs.
  • Coordinate all departmental audits and act as liaison to the various auditors.
  • Provide oversight of administrative functions including lobby services and agency files.
  • Attend meetings, trainings and conferences as required as assigned by the Director.
  • And such duties and responsibilities as may be assigned from time to time.

Qualifications

To perform this job successfully, and individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION and/or EXPERIENCE

  • Bachelor’s degree (B.A.) in Accounting or Business Administration.
  • Minimum of three (3) years of progressively responsible, professional level experience in the performance of varied accounting and finance management activities including governmental reimbursement.
  • Requires one (1) year of experience in the supervision of fiscal management services utilizing electronic data processing systems. Required to be completed at specified time after entering into the position.

  • technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.

Pay: $41.02 - $46.41 per hour
