HVAC Technician II - Facilities and Services

Job Description

PURPOSE SUMMARY. Under the direction of the Facility Maintenance Supervisor, perform skilled repair, maintenance and installation of air conditioning, refrigeration, gas, heating and cooling systems, boilers, ventilation systems, combustion equipment, and industrial air compressors.

ESSENTIAL DUTIES.

1. Install, maintain, repair, and operate heating, gas, ventilation and refrigeration systems, including drinking fountain, refrigerated air conditioning system, gas appliances, evaporative coolers and components of equipment; install, repair, fabricate, and test piping and tubing systems, calibrate and maintain chillers, cooling towers, direct expansion systems, electric blast coils, immersion coils, pumps, fans, starters and related equipment.

2. Install, connect, troubleshoot, and maintain HVAC controls, including cleaning systems and duct work, replace filters and pads, adjust belts, replace or repair motors and supply lines, check and repair leak in heating systems or gas lines, condition safety valves and recharge refrigerant systems.

3. Make initial settings and final adjustments of refrigeration and air conditioning systems; modify existing installations; test HVAC equipment for proper operation; balance air and water in HVAC systems.

4. Monitor systems operation to ensure efficiency and compliance with technical orders, manufacturer handbooks, local procedures, codes, and directives; evaluates water treatment for heating and cooling systems; ensure compliance with safety and environmental regulations for fuel, refrigerants and hazardous materials; perform recurring maintenance and seasonal overhaul on systems and components.

5. Use drawings and schematics to analyze, isolate, and troubleshoot system malfunctions; modifiy equipment for specific missions or to increase efficiency; maintain tools and equipment; advise on problems installing and repairing HVAC equipment and systems; solve maintenance problems by studying layout drawings, wiring and schematic drawings, and analyzing construction and operation characteristics.

6. Develop and establish operation and maintenance procedures to ensure maximum efficiency; perform planning activities and facility surveys; prepare cost estimates for in-service work; apply engineered performance standards to plan and estimate jobs; order and pick up supplies; maintain records of time spent on projects and materials used; complete work orders and submit invoices for payment and ensures that work is performed safely and within the guidelines of the Occupational Safety and Health Act (OSHA) and state regulations.

ADDITIONAL DUTIES. Ensure that work is performed safely and within the guidelines of the Occupational Safety and Health Act (OSHA) and state regulations. Perform related incidental duties contributing to the realization of unit or team objectives as required, which include substituting for supervisor, coworkers or subordinates as qualified and within authorized limits by carrying out specified functions to maintain continuity of ordinary operations, if delegated; provide designated support for projects or activities overseen by higher graded non-supervisory personnel as instructed; explain and demonstrate work performed to assist supervisor in orientating and training less knowledgeable employees; engage in assignments pertaining to function of other positions for training purposes under close supervision; log activities, and prepare and submit recruiting or special status reports; keep tools, equipment and work area orderly, safe and clean.

May be required to work weekends, holidays, non-scheduled working hours, flex time, shift work, and competing demands; performs related work as required. Must be able to be on-call 24 hours a day, on rotating basis.

As needed, and at the direction of the Facilities Management, uses County credit card for purchase of materials and supplies. May also be asked to use County supplied purchase order to procure hardware and other expendable items.

Other duties as assigned.

QUALIFICATIONS.

A. Education. High school diploma or GED

B. Experience. Four (4) years full-time experience with the operation, maintenance and repair of HVAC equipment and control systems. Bilingual (English/Spanish) preferred.

C. Education/Experience substitution. In accordance with County Policy.

D. Licenses/Certifications. Valid driver’s license. Must maintain a valid driver’s license and an acceptable driving record in accordance with County policy. Must possess a current EPA universal refrigerant recovery certification and the State of New Mexico Journeyman Refrigeration License. Periodic safety training will be available to meet OSHA requirements and Doña Ana County policies.

E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass pre-employment background check and driving record check. Must pass pre-employment credit check.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Knowledge of :

  • Equipment, tools, materials, principles, methods, and techniques of HVAC systems, controls, and components; combustion systems; air and water balancing; interpreting drawings and schematics; industrial water treatment.

  • Fundamentals of HVAC equipment and troubleshooting techniques.

  • Environmental regulations of fuels, refrigerants, and hazardous materials.

  • The occupational hazards and safety precautions of the trade.

Skills in :

  • Following established HVAC procedures.

  • Operate various types of HVAC equipment; work from sketches, blueprints.

  • Calculate simple time and material estimates.

  • Establish and maintain effective and cooperative working relationships with others.

Ability to :

  • Effectively communicate in oral and/or written form.

  • Work independently.

  • Follow oral and written instructions.

  • Read service manuals and complete minor repairs using standard methods.

  • Identify and correct malfunctions and defects,

  • Operate various hand and power tools and analytical equipment.

Compensation Range

$18.49 - $29.74
