HVACR Specialist II/Project Coordinator

The Operations Unit of the Legislative Counsel Bureau (LCB) is seeking a diverse pool of qualified applicants for the position of HVACR Specialist II/Project Coordinator within the Administrative Division. The LCB is a nonpartisan, legislative service agency that provides professional, technical and administrative support to the Nevada Legislature, which convenes biennially in odd- numbered years for 120-day sessions and for rare special sessions during the interim periods. The Operations Unit is responsible for the repair, modification and maintenance of the LCB’s buildings and grounds, including facility systems, infrastructure, equipment and exterior areas to ensure safety, compliance and operational continuity. This is a full-time position located in Carson City, Nevada.

Position Description: Under the general supervision of the Facilities Supervisor, the HVACR Specialist II/Project Coordinator will perform a wide range of heating, ventilation, air conditioning, refrigeration (HVACR) and general building maintenance and repair duties. This position will also provide support for general facilities operations and project coordination. Responsibilities of the HVACR Specialist II/Project Coordinator may include, without limitation:

  • Performing general maintenance, repair and upkeep of all LCB HVACR systems;
  • Regularly inspecting equipment for proper functioning and performing repairs as

necessary;

  • Monitoring Building Automation Systems (BASs) and Direct Digital Controls (DDC) and making necessary adjustments;
  • Receiving and promptly responding to work orders and requests for service;
  • Creating, reviewing and adhering to preventative maintenance procedures and schedules for new and existing equipment;
  • Performing routine maintenance tasks including, without limitation, replacing filters, lubricating motors and fans, replacing belts, adding treatment chemicals and cleaning mechanical equipment;
  • Diagnosing and resolving HVACR equipment-related issues using appropriate tools and materials including, without limitation, brazing equipment, soldering tools, torches and voltmeters;
  • Maintaining auxiliary equipment such as motors, pumps, fans, pipe systems, compressors, humidifiers, condensers and pneumatic and electronic control units;
  • Logging and tracking HVACR-related information in accordance with established reporting protocols;
  • Troubleshooting electrical circuits associated with HVACR systems including, without

limitation, tracing and rewiring circuits and repairing or replacing electrical components;

  • Identifying opportunities to improve energy efficiency of existing equipment and

implementing upgrades, such as installing thermostats, timers or other system

components;

  • Purchasing parts and materials, maintaining inventory and preparing and retaining records related to purchases, warranties and inventory controls;
  • Adhering to safety procedures, utilizing necessary personal protective equipment (PPE), and ensuring the proper storage, handling and disposal of refrigerants and chemicals;
  • Assisting with the facilitation of projects including, without limitation, obtaining and reviewing bids, quotes and service contracts, interacting with contractors and monitoring work progress through completion;
  • Assisting the Operations team with special projects and daily operational assignments, as needed;
  • Performing general building maintenance tasks, including, without limitation, plumbing, electrical, painting and carpentry work, such as installation, repair and maintenance of fixtures, wiring and finishes; and
  • Performing other duties as assigned.

Minimum Qualifications: The HVACR Specialist II/Project Coordinator will be selected with special preference given to the candidate’s training, experience and aptitude in the field of HVACR installation, repair and maintenance. A qualified applicant must have: (1) a valid driver’s license; (2) a high school diploma/GED; (3) EPA Section 608 Certification; and (4) One of the following qualifications: (a) completion of a recognized HVACR apprenticeship program followed by 1 year of journey-level experience in the installation, operation, maintenance and repair of HVAC; or (b) 1 year of experience as an HVACR Specialist I for State of Nevada or Legislative Counsel Bureau. A combination of education and experience equivalent to these requirements may be considered. The successful candidate must obtain OSHA-10 and Asbestos Operations & Maintenance (O&M) 16-hour certifications within 6 months of employment. Experience installing and maintaining ductwork and/or metal fabrication skills are preferred but not required.

The ideal candidate will demonstrate:

  • Experience with the installation, repair and maintenance of commercial HVACR systems and related equipment;
  • Experience operating and maintaining Building Automation Systems (BAS) and Direct Digital Controls (DDC);
  • The capacity to identify and effectively address HVACR-related issues;
  • The ability to communicate effectively, both verbally and in writing, to summarize and explain complex HVACR issues;
  • Working knowledge of software systems, including Microsoft Office Suite, Microsoft

Project and AutoCAD;

  • An understanding of building and grounds safety procedures and OSHA requirements;
  • The ability to work independently and effectively manage time;
  • Experience performing one or more general building maintenance trades, such as

plumbing, electrical, painting and/or carpentry;

  • The ability to stand and walk for extended periods of time, frequently move or lift up to 50

pounds, climb ladders and safely operate heavy machinery; and

  • The ability to develop and maintain effective working relationships with

colleagues, contractors and other stakeholders.

Salary: The annual salary for this position is based upon a Grade 36, which has a salary range of $67,296 to $100,098 under the employee/employer paid retirement option. An employer-paid contribution plan is also available with a reduced salary in lieu of an employee contribution. Actual starting salary will be based on experience.

Working Conditions: The work is performed both indoors and outdoors in all weather conditions, with frequent exposure to dirt, pollen, insects and noise. Overtime may be required during legislative sessions, inclement weather events and certain other periods as necessary to meet the demands of the Legislature. The HVACR Specialist II/Project Coordinator must be available to participate in a rotational on-call schedule, which may require work outside regular business hours, including weekends and holidays. When overtime is worked, the HVACR Specialist II/Project Coordinator may earn compensatory time that may be taken at a later date or be paid for overtime, consistent with the LCB Rules and Policies and subject to budgetary limits.
