IFMIS Architecture Expert

Role and responsibility:

• Provide end-to-end technical leadership for all Maliyah FMIS components across Oracle Hyperion, Oracle EBS, and Oracle Analytics, ensuring full alignment with contractual requirements to the client architecture.
• Lead the definition, review, and validation of functional architecture, system design, interoperability requirements, and technical standards across all modules.
• Ensure compliance with PFM good practices, legal framework, and government-specific business rules, translating PFM concepts into system logic.
• Conduct rigorous technical and functional quality assurance of all contractor deliverables (business processes, system designs, configurations, prototypes, test scenarios and cases, migration plans, rollout plans), identifying gaps and driving resolution.
• Provide guidance on external TSA/RTGS/ACH/SWIFT integrations and Central Bank interoperability, ensuring reliability, security, and compliance.
• Lead detailed business process modeling (BPMN) and system specification work (UML), mentoring PMO and contractor teams to build long-term capacity.
• Drive cross-functional issue resolution, acting as the bridge between business, PMO, and contractor technical teams, ensuring a coherent, end-to-end solution.
• Support all stages of testing (unit, BPT, SIT, OAT, PAT, SAT), ensuring completeness, traceability, and readiness.
• Support and quality-assure the pilot and rollout strategy, ensuring functional, technical, data, environment and integration readiness.
• Provide continuous capacity building and mentoring on PFM, FMIS architecture, design, testing, project management, TSA, and related reforms.
