Sealed Technical and Financial Proposals, along with all relevant annexures, must reach Doaba Foundation, House 08, Kotla Sadat, Near B Block, DHA Multan no later than 22 November 2025

The proposal package must include:

i. Brief description of the consultancy firm/consultant/team.

ii. Detailed CVs of each proposed team member.

iii. Technical proposal based on understanding of this TOR and methodology.

iv. Availability of the team and proposed work schedule.

v. Financial proposal

vi. Annexes of previous evaluation reports, or relevant reports such as impact studies, end lines and researches

Only complete applications will be considered. During the procurement process, Doaba Foundation or CBM may request references and examples of previous evaluation reports.

Doaba Foundation reserves the right to accept or reject any proposal without assigning any reasons whatsoever.

Each team member, including interpreters and enumerators, must comply with and sign the organization’s Code of Conduct, Child Safeguarding Policy, and Data Security and Privacy Commitment prior to the start of the evaluation.

• Documents

The following documents will be provided to the evaluation team after the contract is signed:

i. Project description and logical framework.

ii. Inception report.

iii. Semi-annual and annual progress reports.

iv. Activities and

v. Training reports.

vi. Midterm report

If required, previous evaluation or assessment reports and the stakeholder analysis matrix will also be shared for reference.
