Income Maintenance Caseworker III - Lead Worker

Starting salary will depend on qualifications and experience.The Economic Services Section at the Vance County Department of Social Services is organized into units with Income Maintenance Caseworkers who report to a supervisor for their respective unit. These include: (1) Adult Medicaid Intake/ Medicaid Transportation, (2) Adult Medicaid Recertification & Long Term Care, (3) Child Support; (4) Family & Children’s Medicaid; and (5) Food & Nutrition Services (2 Units). These Units have the responsibility for administering their respective programs in accordance with Federal and State Laws, rules and policies. Functions include explaining policies, taking applications, making changes to eligibility based upon new information, completed required recertifications for continued eligibility, and assuring that case actions are taken in a timely and accurate manner. Income Maintenance Caseworkers may be assigned to applications and/or reviews in one of these Units, or may be assigned to complete applications or reviews in more than one program. Staff may be utilized in a different program and/or function based upon the needs of the agency. Training and monitoring are provided by the Unit Supervisor, Unit Lead Worker or Staff Development Worker.The Income Maintenance Lead Worker (IMC III) will spend a minimum of 25% of their time providing guidance, coaching, consultation and training as needed to Income Maintenance Caseworker II positions in the Unit and program to which assigned. This employee must be thoroughly familiar with all functional aspects required to properly process applications and recertifications for clients for the program. Must possess the knowledge to advise other staff members regarding program policies, procedures, rules and regulations. May require some review of cases and training of staff. This employee will work with their UnitSupervisor to provide feedback regarding their work as a Lead Worker. The employee will also handle applications and/or recertifications and process benefits for the respective Income Maintenance program. This will include applying policy in completion of casework. Employee will maintain files and adhere to all timeframes for case processing when managing their workload. This position accesses N.C. Fast and performs eligibility and enrollment functions.

EXAMPLE OF DUTIES
In capacity as Lead Worker provide guidance, support, consultation and other assistance to other Income Maintenance Caseworkers in this Unit. The function will occupy at least 25% of the time for this position.2. Interview applicants/recipients for Intake or for Review of eligibility for the program(s).3. Obtain required documentation and information necessary to determine initial or ongoing program eligibility.4. Based upon case information, and in accordance with program policy, determine eligibility of the applicant or recipient for the program(s).5. Key eligibility data or update information based on reported changes in the NC Fast System.6. Monitor deadlines and workload to assure timely completion of tasks and delivery of benefits.7. Answer questions from applicants or recipients regarding program requirements, eligibility criteria, and benefits.8. Communicate eligibility decisions to applicants/recipients and answer questions regarding decisions.9. Explain programs and assistance to applicants or members of the public. Be able to refer individuals to other programs or services at DSS or in the community.10. Maintain confidentiality of all client information and record. Failure to adhere to these confidentiality requirements could result in disciplinary action up to and including dismissal.11. Participate in Unit meetings, conferences, training events, or other staff development opportunities, and review policy changes as needed.12. Perform other duties as assigned by the agency director to include emergency duty and assisting with displaced children and/or adults.13. Perform other duties and responsibilities as assigned by the Unit Supervisor, the Income Maintenance Program Administrator, or the Director.

Standard office hours are Monday – Friday from 8:30 A.M. to 5:00 P.M.
