Infant and Early Childhood Mental Health Warm Line Manager

Position Overview

The Infant and Early Childhood Mental Health (IECMH) Warm‑Line Program Manager is a leadership‑level role responsible for creating, implementing, and advancing SCIMHA’s Infant and Early Childhood Mental Health (IECMH) Warm‑Line. This position blends program design, direct service delivery, and relationship‑building to establish a sustainable, high‑quality consultation model. This role focuses on supporting adults who care for young children (ages 0–5), including parents, caregivers, and early childhood professionals.

The Program Manager will be responsible for developing clear program structure and protocols, delivering IECMH brief consultation services, cultivating organizational and community support for the Warm‑Line, and—over time—overseeing program growth, including expansion of services and direct supervision of IECMH consultants. This position is fully dedicated (100%) to the IECMH Warm‑Line and requires strong initiative, clinical expertise, and collaborative leadership.

Key Responsibilities

Program Development & Infrastructure

  • Design and implement the overall structure of the IECMH Warm‑Line, building on SCIMHA’s existing brief‑consultation framework
  • Create, document, and maintain clear protocols for service delivery, monitoring, documentation, evaluation, and quality assurance
  • Develop organized systems for capturing, storing, and sharing program information to support transparency, consistency, and team use
  • Monitor program implementation and identify opportunities for improvement and refinement
  • Prepare the program for scalability and future supervision needs

IECMH Warm‑Line Service Delivery

  • Provide brief, relationship‑based consultation via phone and virtual platforms to families, caregivers, and early childhood professionals
  • Apply trauma‑informed, culturally responsive, and strengths‑based IECMH approaches to address social, emotional, and behavioral concerns in infants and young children
  • Support caregivers and providers in understanding children’s cues, behaviors, and developmental needs
  • Promote healthy caregiver‑child relationships through reflective listening, attuned communication, and modeling of IECMH‑informed interactions
  • Offer practical strategies and guidance grounded in IECMH principles
  • Assess the nature of concern and connect callers to appropriate community supports, referrals, or more intensive services when indicated
  • Maintain timely, accurate, and confidential documentation in accordance with program guidelines

Collaboration & Capacity Building

  • Collaborate with early childhood systems, organizations, and community partners to strengthen IECMH‑informed practices
  • Serve as a clinical and programmatic resource to internal and external stakeholders
  • Contribute to alignment between the Warm‑Line and broader early childhood mental health initiatives

Program Visibility, Support & Growth

  • Develop materials, messaging, and outreach efforts that describe the IECMH Warm Line model, articulate its value, and actively promote increased awareness and utilization among key audiences.
  • WarmAssist in communicating program need, outcomes, and impact to stakeholders and funders
  • Support efforts to expand availability and sustainability of Warm‑Line services

Supervision & Program Expansion (As Program Evolves)

  • Provide reflective supervision and oversight to IECMH consultants or related staff as the program grows
  • Support onboarding, training, and professional development aligned with IECMH best practices
  • Contribute to leadership planning related to staffing, workflow, and program expansion

Required Qualifications

  • Master’s or doctoral degree in social work, counseling, psychology, marriage and family therapy, or a related clinical field
  • Advanced clinical expertise in Infant and Early Childhood Mental Health
  • Experience providing IECMH‑informed brief consultation to families and/or early childhood professionals
  • Demonstrated experience in program development, project management, or building new initiatives
  • Strong organizational skills, with attention to documentation and system‑building
  • High level of self‑direction, initiative, and ability to work both independently and collaboratively
  • Fluent in English and Spanish

Preferred Qualifications

  • Experience creating, launching, or scaling IECMH or early childhood programs
  • Experience supervising clinicians or consultants within IECMH or related fields
  • Familiarity with early childhood systems and cross‑sector collaboration
  • Experience integrating clinical practice with program leadership responsibilities
  • Bilingual (Spanish and English)

Work Environment & Schedule

  • Remote (prefer in-state in South Carolina)
  • Travel: Requires some travel within South Carolina
  • Equipment: Organization‑provided laptop; secure remote access; LMS and videoconferencing platforms

Compensation & Benefits

  • Salary Range: $65,000–$75,000, commensurate with experience and credentials

Pay: $65,000.00 - $75,000.00 per year
