Job Description and Duties

Under the direction of the Information Technology Service Division (ITSD), Quality Assurance & Testing Supervisor (IT Supervisor II), the Business Analyst is responsible for identifying business needs, processes, requirements, logical system design, and testing for the California State Lottery's (Lottery) complex systems and applications. Work performed involves analysis to isolate and define unknown conditions, utilizing analytical capabilities and technologies to identify and develop solutions to critical problems. Work performed contributes to the development of major aspects of technology projects, products, and services that impact substantial numbers of users. The Business Analyst is expected to navigate through ambiguous scenarios where clear guidelines may not always be present and uses judgment and ingenuity in interpreting the intent of existing guidelines. Collaborates and works through ambiguous situations. Plans, designs, and executes programs, studies, and other work independently. Frequently recognized as a technical authority in the development and interpretation of guidelines. The duties for this position are focused on the Business Technology Management, Software Engineering, and IT Project Management domains; however, work may be assigned in other domains as needed.


This position is headquartered at the Lottery Headquarters in Sacramento and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Working Conditions

  • Schedule: This position supports the Lottery during normal business hours from 8:00 a.m. to 5:00 p.m. unless otherwise approved by the unit manager. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required.
  • Travel: Statewide overnight travel may be required.
  • Other: This position may be required to carry a Lottery-issued cell phone. This position may be required to be reachable outside normal business hours.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience leading or supporting IT project teams through the full System Development Life Cycle (SDLC), with emphasis on testing readiness, quality gate reviews, and deployment validation.
  • Expert knowledge and experience in business analysis including requirements elaboration and business process analysis within interdisciplinary teams.
  • Expertise in problem solving using root cause analysis methodologies.
  • Strong analytical and critical thinking skills to understand and solve complex technology and business problems.
  • Excellent interpersonal skills and ability to interact effectively with all levels of resources throughout the enterprise.
  • Experience with leading or supporting System Development Life Cycle and Software Testing Life Cycle.
  • Excellent organizational skills with ability to prioritize and reprioritize work to accommodate changing priorities.
  • Experience using defect tracking, issue tracking, and problem management tools and techniques.
  • Possession of a Bachelor's degree or higher from an accredited college or university in Computer Science, Software Engineering, Business Information Systems, Management Information Systems (MIS), or a closely related technical or analytical field.
  • Possession of industry-recognized certifications related to information technology issued by professional bodies such as Scrum Alliance, Project Management Institute (PMI), International Software Testing Qualifications Board (ISTQB), Information Technology Infrastructure Library (ITIL), or equivalent certifying organizations.
