Supervision Received: Works independently under the direction of the Director of Information Technology.

DESCRIPTION

The IT Systems Engineer and Administrator is responsible for the design, implementation, maintenance, and optimization of the organization’s information technology systems and infrastructure. This role provides advanced technical and administrative support to ensure the reliability, security, and performance of enterprise systems.

The position requires strong technical expertise in Microsoft 365 cloud-hybrid environments, virtualization, networking, and cybersecurity platforms including Fortinet and Meraki. The incumbent will support operational functions related to telecommunications systems, website infrastructure, enterprise software implementation, systems integration, and IT security.

This position involves on-call rotation to provide after-hours support as needed.

ESSENTIAL FUNCTIONS

  • Analyze business needs and design IT infrastructure solutions aligned with organizational objectives.
  • Plan, configure, and deploy servers, storage systems, and network components.
  • Integrate new hardware, software, and cloud technologies into existing environments.
  • Install, configure, and maintain operating systems (Windows Server 2016–2025), enterprise applications, and virtualization platforms.
  • Monitor system performance and optimize for uptime, scalability, and reliability.
  • Apply patches, updates, and security fixes in a timely manner.
  • Manage backups and disaster recovery systems to ensure business continuity.
  • Implement and maintain security policies, access controls, encryption standards, and endpoint protection.
  • Monitor for and respond to security incidents and vulnerabilities.
  • Conduct system audits to ensure compliance with regulatory requirements and industry best practices.
  • Administer LAN/WAN environments, VPNs, firewalls, and secure connectivity solutions.
  • Troubleshoot network, server, storage, and connectivity issues.
  • Diagnose and resolve hardware, software, and infrastructure-related problems.
  • Support IT projects including system migrations, upgrades, and technology deployments.
  • Ensure compliance with data protection regulations and internal IT policies.
  • Provide technical guidance and training to end users on system use and cybersecurity best practices.

MINIMUM REQUIREMENTS

Education and Experience

  • Bachelor’s degree in Information technology, Computer Science, or a related field.
  • Four (4) to six (6) years of experience as a Network Engineer or Systems Administrator.
  • Microsoft Server 2016–2022 administration experience required.
  • VMware 7.0+ administration experience required.
  • Microsoft Active Directory administration experience required.
  • Microsoft 365 and Intune administration experience required.

PREFERRED QUALIFICATIONS

  • Experience with server upgrades, patch management, and SAN storage administration.
  • Nimble/Alletra storage experience.
  • Veeam Data Protection experience.
  • Networking experience includes WLAN, routing, switching, and firewalls (Cisco, Meraki, Fortinet).
  • Troubleshooting and problem management experience with servers and storage on HPE dHCI systems.

CERTIFICATIONS

A combination of the following certifications is desirable:

  • CompTIA Server+, Network+, and Security+
  • Microsoft certification
  • VMware certification
  • Cisco CCENT, CCNA, or FortiGate NSE 4+ certification

  • Strong analytical and technical troubleshooting skills.
  • Ability to establish and maintain effective working relationships with city departments, officials, employees, vendors, and the public.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to provide excellent customer service and effective problem resolution.
  • Ability to maintain effective audio-visual discrimination and perception necessary for observing, communicating, reading, writing, and operating assigned equipment.
  • Ability to maintain regular and punctual attendance.

Working Conditions

  • Office environment with occasional attendance at public meetings, including evenings.
  • Extended hours may be required during system implementations, audits, emergencies, or special projects.
