Reporting to the Senior Curriculum Development Manager, the Instructional Designer (ID) works primarily on the Shared Services team, who help enable efficient resource management, promote cross-departmental collaboration, and support our worker-facing staff so they can focus on delivering high-impact programs.
The ID works collaboratively with internal teams as well as external stakeholders to design, build, enhance and scale curriculum for in-home care providers, Nursing Assistant training program students, essential workers in long-term care facilities, and state workers in Oregon.
The ID uses sound instructional design methodologies to create effective and engaging instructional materials for instructor-led, self-directed, virtual classroom, web-based, and/or blended learning platforms, and develops eLearning modules in Articulate 360 Storyline. This is an exciting opportunity to jump right in and be an integral part of a team focused on training and upskilling a workforce of more than 80,000 individuals across the state.
While each RISE employee is assigned to a specific team, we operate within a collaborative shared services model that encourages cross-departmental support. Some employees contribute to multiple teams, allowing us to leverage resources more efficiently. This structure enables our staff to focus on delivering high-impact programs that advance our mission, ensuring every resource is used strategically to drive meaningful change.
Develops eLearning content exclusively in Articulate 360 Storyline.
Centers inclusivity, readability, and accessibility in all verbal, written, and visual communication.
Creates engaging and effective eLearning, in-person and virtual instructor-led sessions, electronic, print, and video resources for learners and facilitators based on principles of adult learning and best practices of learner experience and universal design.
Organizes and prioritizes multiple deliverables, adheres to milestones contained within project plans, and provides regular status updates.
Writes audio voiceover scripts, video scripts, and creates videos to tell powerful and empowering stories in Vyond.
Follows the team’s development process, including the use of approved templates.
Collaborates with RISE teams and with internal and external partners and subject matter experts to receive and incorporate feedback and achieve shared goals.

Instructional Design:
Applying principles of adult learning and learner experience design to all stages of asset creation.
Demonstrating curiosity and resourcefulness to find creative solutions to challenges.
Working cross-functionally with Subject Matter Experts (SMEs), multiple teams, and stakeholders to receive and implement feedback and make necessary changes.
Communication and Collaboration:
Excellent verbal and written communication skills, including correct spelling, grammar, punctuation, and compliance with accessibility standards.
Communicating respectfully with all colleagues and partners, including when receiving feedback.
Prioritizing cross-collaboration with team members whenever possible.
Task and Time Management:

Hybrid role based in Portland, Oregon (primarily remote with required in-office attendance for meetings or team events as needed).
Requires prolonged periods of sitting and regular use of a computer.
Regular use of video during virtual meetings.
Regular working hours are Monday through Friday, 8:00 a.m. to 5:00 p.m.
Willingness to occasionally work extended hours, including evenings and weekends.
Ability to travel between worksites and/or meeting locations within the state as needed.
Must reside in Oregon or Washington and be able to attend in-person work or meetings in the greater Portland area, as needed.
