Under the general supervision of Deputy Commissioner or designee, this position is responsiblefor conducting investigations into allegations of misconduct, corruption, and policy violationswithin a law enforcement agency. Internal Affairs Agent I ensures accountability, integrity, andprofessionalism by enforcing ethical standards and departmental policies. Works independently oras part of a specialized unit to investigate complaints against officers and employees.

EXAMPLE OF DUTIES
Conducts confidential investigations into allegations of misconduct, including excessive force,corruption, discrimination, and policy violations.Interviews complainants, witnesses, and accused officers to collect statements and evidence.Reviews surveillance footage, audio recordings, and digital records to assess incidentsaccurately.Collects and preserves physical and documentary evidence in accordance with legal andprocedural guidelines.Prepares comprehensive, detailed reports summarizing findings and evidence for both internalreview by command staff and, when necessary, external legal entities and agencies.Ensures that law enforcement personnel comply with department policies, local laws, and ethicalstandards.Analyzes patterns and trends in misconduct to recommend policy improvements and strategies forpreventing misconduct while enhancing accountability.Provides guidance on legal and regulatory compliance regarding officer conduct.Works closely with command staff to recommend disciplinary actions or policy changes basedon investigation outcomes.Assists in hearings, arbitrations, or legal proceedings related to officer misconduct. Coordinateswith prosecutors, oversight agencies, and legal advisors as necessary.Maintains confidentiality and impartiality when handling sensitive personnel matters.Provides assistance with developing and delivering training programs on ethics, use of force, andprofessional conduct, including conducting briefings and presentations to educate officers ondepartmental policies and expected behavior.Assists in public relations efforts to maintain trust between law enforcement and the community.Performs other related duties as required.

FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITIONKnowledge of USVI laws, departmental policies and procedures, rules and regulations.Knowledge of investigative and interviewing techniques.Skill in oral and written communication.Skill in customer service both internally and externally.Ability to conduct thorough, probing interviews with appropriate individuals (i.e. witnesses,complainants, suspects, and victims) who may have knowledge of the violations committed.Ability to conduct thorough analysis of records for violations and noncompliance in accordancewith established procedures.Ability to compile factual and un-bias information.Ability to analyze and investigate complaints and information and determines thoroughness andlegitimacy.Ability to analyze and interpret information and/or data and convert it into written reports.Ability to elicit information tactfully.Ability to maintain a consistent high quality, customer-focused orientation when conductingbusiness and providing services to the public.FACTOR 2- SUPERVISORY CONTROLSAn employee in this position receives supervision from the Internal Affairs Unit Director ordesignee. Work is performed independently or collaboratively as part of a team and reviewedthrough periodic evaluations and/or by review of work completed.FACTOR 3- GUIDELINESGuidelines consist of Virgin Islands laws, VIPD rules and regulations, departmental policies andprocedures, field manual, general orders, and directives.FACTOR 4- COMPLEXITYThis is highly responsible work where the employee conducts investigations and investigatescomplaints, records findings and prepares extensive investigative reports. The employee isexpected to use sound judgment and scrupulous attention to accurate detail.FACTOR 5- SCOPE AND EFFECTThe purpose of the work is to conduct pre-employment background investigations for newapplicants, investigate complaints filed against employees of the Department, maintain accuratereports, and testify to findings.FACTOR 6- PERSONAL CONTACTSContacts are co-workers, supervisors, representatives of other agencies, and the general public.FACTOR 7- PURPOSE OF CONTACTSContacts are made to obtain information, conduct investigations, and investigate complaints.Contacts are made to discharge the duties of the office and cooperate with other agencies.FACTOR 8- PHYSICAL DEMANDSWork is sedentary but may require some physically strenuous activities.FACTOR 9- WORK ENVIRONMENTWork is performed indoors and outdoors. A vehicle may be also used to assist in carrying out thefunctions of the assignment.
