JOB
Under the general supervision of the Deputy Commissioner or designee, this position performs complex,sensitive, and high-level investigations into allegations of misconduct, corruption, and violations of policywithin the Virgin Islands Police Department. This requires a higher degree of independence and analyticalability than Internal Affairs Agent I. The Internal Affairs Agent II provides guidance to junior agents, leadsinvestigations of significant scope, and ensures accountability and compliance with ethical and professionalstandards. This includes preparing recommendations for command staff, testifying in administrative or legalproceedings, and assisting in the development of departmental policies and training to strengthen integrityand public trust.
EXAMPLE OF DUTIES
Leads and conducts investigations into complex or high-profile allegations of misconduct, includingcorruption, discrimination, excessive force, and other policy violations.Provides mentorship and technical guidance to Internal Affairs Agent I staff during investigations.Conducts in-depth interviews with complainants, witnesses, and officers under
investigation.Reviews and analyzes body-worn camera footage, surveillance, digital data, and forensic evidence.Prepares detailed investigative reports, findings, and recommendations for disciplinary or corrective action.Collaborates with prosecutors, oversight bodies, and legal advisors on cases of significant scope.Serves as lead investigator in cases involving sensitive personnel issues or incidents of high communityinterest.Develops strategies to identify misconduct trends and recommends changes in departmental policy,training, or supervision.Participates in the design and delivery of training programs on ethics, accountability, and compliance.Testifies in hearings, arbitration, or court as required.Ensures compliance with departmental regulations, Virgin Islands law, and applicable federal standards.Maintains strict confidentiality and impartiality in all investigative matters.Perform other related duties as required.
