Invitation to Bid: Consultant for Public Financing in Education – Policy Uptake Support

VSO invites qualified consultants to submit bids to support the Policy Uptake Support to PIE for Public Financing in Education.

Terms of Reference (TOR)

The consultancy is scheduled to run from Wednesday, October 10, 2025, to Monday, December 15, 2025.

Guidelines for Bid Submission

Interested consultants must submit their proposals in two separate parts:

A. Technical Proposal

• Understanding of the assignment

• Methodology and approach

• Work plan and timeline

• Relevant experience and qualifications

B. Financial Proposal Please submit a separate financial proposal with a detailed breakdown of all costs. Prices must be quoted in PKR and include all necessary taxes and expenses for the work. Any charges not explicitly listed will be considered included. The proposal should include:

• Detailed activities budget breakdown

• Professional fees

• Travel and other reimbursable costs

• Taxes and other applicable charges

Evaluation Criteria

Proposals will be evaluated based on the following weighted criteria:

• Technical Approach and Methodology: 25%

• Relevant Experience and Qualifications: 30%

• Work Plan and Timeline: 20%

• Financial Proposal: 25%
