IT Computer Programming Technician

Overview

The United States Geological Survey (USGS) is the nation’s largest water, earth, and biological science and civilian mapping agency, serving as the science arm for the U.S. Department of the Interior (DOI). For over a century, USGS has delivered unbiased science used by decision-makers, federal agencies, industry, and the public.


Montech Inc. is seeking an experienced IT Computer Programming Technician to support the USGS National Water Quality Laboratory (NWQL). This role focuses on developing, enhancing, and maintaining applications, databases, and reporting tools that support laboratory operations and scientific data workflows—primarily within the STARLIMS environment.


The ideal candidate is a senior‑level developer with strong SQL, object‑oriented programming, and database expertise who thrives in an agile DevOps setting and can deliver high‑quality work on a weekly cadence.


Place of Performance and Hours of Operation

Services provided on-site at the USGS NWQL located at the Denver Federal Center in Lakewood, CO. Normal working hours are Monday through Friday, 8-hours per day (no more than 40 hours per week). Any hours outside the normal schedule requires prior approval from Montech and Government.


Summary of Responsibilities

  • Develop and modify applications, database interfaces, STARLIMS components, and scientific reporting tools.
  • Support NWQL workflows including ASRs, Data Capture Utilities (DCUs), analytical/billing records, document management, data release, and reporting.
  • Work from a government‑managed Kanban backlog with weekly task updates and deliverables.
  • Write and maintain SQL, JavaScript, C#, StarLIMS Scripting Language (SSL), Crystal Reports, and related code.
  • Design, optimize, and maintain database structures across Oracle, Postgres, SQL Server, Access, MySQL, and others.
  • Troubleshoot and resolve database performance, capacity, and replication issues.
  • Produce clear documentation for all code, database changes, and applications.
  • Participate actively in agile DevOps meetings, providing technical input and recommendations.
  • Ensure all work meets USGS Quality Assurance Surveillance Plan (QASP) standards (75–100% accuracy/completion).
  • Submit monthly progress reports detailing accomplishments, metrics, and issues.
  • Adhere to all USGS safety, health, and environmental procedures.


Required Qualifications

  • 10+ years of industry experience in software development or database engineering.
  • Bachelor’s degree in Computer Science or related field (preferred).
  • Strong proficiency with:
    • SQL and relational database systems
    • JavaScript, C#, and object‑oriented programming
    • StarLIMS Scripting Language (SSL)
    • Crystal Reports and other reporting tools
    • Windows and Microsoft Office Suite
  • Experience designing, implementing, and maintaining scalable database architectures.
  • Ability to analyze business requirements and translate them into database or application solutions.
  • Knowledge of EPA, Standard Methods, and/or USGS Methods (training provided for USGS‑specific systems).
  • Strong documentation, communication, and problem‑solving skills.


Security

Employment is contingent upon the ability to pass a pre-employment drug test and a federal security investigation (background check) in order to obtain a U.S. Department of the Interior Public Trust security clearance prior to start.
