Who we are and what we do:

The Tennessee Department of Mental Health and Substance Abuse Services (TDMHSAS) is charged with planning for and promoting an array of services from prevention and early intervention to resiliency and recovery. The Department operates four inpatient psychiatric hospitals across the state of Tennessee and contracts with mental health and substance abuse community providers to offer services to Tennesseans in need. The Departments budget of more than $548 million includes funding from dedicated fees, revenue, federal grants, and state general fund appropriations. The Department is currently seeking an experienced Business Intelligence (BI) Manager to lead a team of BI specialists focused on providing reporting and advanced data analytics for the Departments electronic medical records (EMR) and practice management system. The BI Manager will ensure that executives, clinicians, and administrative staff have the data-driven insights necessary to improve patient care, operational efficiency, and regulatory compliance. This executive service position will report directly to the Executive IT Director and work in parallel with the Product Manager overseeing the EMR platform. The BI Manager will collaborate closely with the Departments Division of Hospital Operations, Clinical Leadership, billing and claims staff, and IT subject matter experts.

Key Responsibilities:

  • Partner with executive leadership to align BI and reporting strategies with the agency's mission, strategic goals, and operational priorities.
  • Manage and lead a team of BI specialists to design, build, and maintain reports and data extracts supporting clinical, operational, and financial needs.
  • Collaborate with the Product Manager to ensure reporting capabilities evolve in parallel with EMR enhancements and new features.
  • Translate business and clinical data needs into BI development requirements, including report design and data model enhancements.
  • Establish data quality processes and collaborate with IT and clinical stakeholders to improve data integrity within the EMR system.
  • Manage communication with stakeholders to ensure transparency around BI initiatives, report availability, and data interpretation.
  • Document and track reporting requests and deliverables through a ticketing application to ensure accountability and prioritization.

Minimum Qualifications:

Required Qualifications:

  • 5+ years of experience in business intelligence, data analytics, or data management in a healthcare setting.
  • 2+ years of experience managing and leading BI or analytics teams.
  • Hands-on expertise with BI and reporting tools (e.g., Power BI, Tableau, SSRS, or similar) and SQL-based data querying.
  • Demonstrated ability to translate complex healthcare data into actionable insights.
  • Excellent communication skills, both oral and written, with the ability to convey technical findings to executive and clinical audiences.
  • Strong problem-solving and analytical skills, with attention to detail and accuracy. Proven ability to manage multiple priorities and deliver results under tight deadlines.
  • Experience developing governance processes for BI and reporting initiatives.

Preferred Qualifications:

  • Undergraduate or higher degree in business administration, healthcare, computer science, information systems, or related field.
  • 3+ years of experience in a BI leadership role within a healthcare delivery organization.
  • Experience working in a hospital or behavioral health setting strongly preferred.
  • Familiarity with EMR and practice management systems, preferably products by NetSmart Technologies.
  • Hands-on expertise with Crystal Reports.
  • Project management experience, including leading cross-functional reporting or analytics initiatives.
  • Leadership experience in building or maturing BI capabilities within an organization.
