Position Summary

We are seeking an experienced Portfolio Manager to lead enterprise-level governance and tracking of Annual Operating Plan (AOP) priorities — the Department’s fiscal-year strategic initiatives.

This is a high-visibility role responsible for building structure, accountability, and executive reporting across a complex portfolio of initiatives that directly impact healthcare services across California.

What You’ll Do

✔Design and implement a centralized portfolio governance framework.

✔Establish a “single source of truth” for strategic initiatives.

✔Standardize intake, tracking, and escalation processes.

✔Ensure initiatives have clear scope, SMART goals, ownership, risks, and measurable outcomes

✔Monitor portfolio health and delivery confidence.

✔Develop executive dashboards and present portfolio insights to leadership.

✔Drive cross-functional alignment across divisions.

What We’re Looking For

✔ 5+ years of progressive project management experience (lead level)
✔ Active PMP certification (PMI) – required
✔ Experience managing enterprise or portfolio-level initiatives
✔ Strong executive communication and reporting skills
✔ Experience in public sector or healthcare environments (preferred)
✔ Scrum Master certification (CSM or SAFe preferred)
