Pay: $22.00 - $25.00 an hour DOE Schedule: Mon-Thurs 7am to 5 pm
Job Summary
This position will oversee the progress of individuals on probation, providing guidance and resources to help them comply with their conditions. It will also collaborate with law enforcement agencies, courts, and community organizations to ensure public safety and support rehabilitation efforts.
Administers a caseload of adult misdemeanor clients and monitors compliance for the courts and protection of the community. This position also makes recommendations as needed and required for the cases. The principal duties are performed in an office environment, although some field work may be required to determine client compliance with probation terms and conditions.
This position does require working in potentially dangerous situations and often irregular hours. The normal schedule is Monday – Thursday from 7 am to 5 pm.
This position requires successfully passing all screening requirements and background investigation relevant to the position and remains in good standing for the duration of employment with the county.
Essential Duties/Responsibilities
Essential Job Functions
• Manages an assigned caseload of several clients referred by a court to monitor compliance with court-ordered terms and conditions of probation.
• Attends court, evidentiary hearings, and dispositions; meets with clients and instructs them on terms and conditions of probation.
• Meets with clients no less than monthly and in some cases 2 times per month.
• Maintains a case file on each client and meets with clients monthly if needed and monitors client performance in accordance with the terms of probation, as directed by the court.
• Conducts risk and needs assessments with clients.
• Administers drug and alcohol testing and records results.
• Prepares and presents reports to courts regarding client compliance.
• Provides referral resources for professional services for the following:
Mental health, counseling, substance abuse, evaluations, and treatments.
• This position may monitor compliance with attendance and progress of treatment.
• Receives and reviews monthly or other periodic reports from treatment providers on clients and takes appropriate action as necessary.
• Prepares and submits affidavits and other legal documents to the office of the Prosecuting Attorney and Public Defenders Office.
• Attends Court and hearings and presents recommendations and/or testimony on violations, if requested.
• Maintains various files to document written verification of clients’ attendance at ordered hearings, meetings, therapy, counseling, classes, and community service;
• Document and maintain records of all contacts with clients.
• Restrain individuals when necessary and apply de-escalation techniques to manage situations.

• Methods, techniques, equipment, and standards of drug testing;
• File and information management methods and procedures;
• English grammar, spelling, punctuation, and composition;
• Ability to deescalate situations.
• Ability to use emotional intelligence to read the situation and make sound judgements.
• Ability to make ethical choices quickly and communicate those in an effective manner.
• Departmental programs, policies, procedures and operations as applied to the work performed;
• This position requires the ability to make a sound judgment without significant oversight.
Education/Experience
• Bachelor's degree from an accredited university in criminal justice or related field (preferred). High School Diploma / GED is required.
• 2+ years’ experience in professional setting requiring confidentiality and interpersonal skills.
• A combination of education and experience will also be considered.
License or Certification(s)
• Will be required to attend and complete POST certification within one year of hire and remain certified and in good standing. See Hiring Standards / Disqualifications below.
o Post is held in August and will require a person to be away from home for the entire month and only able to come home on the weekends. This is non-negotiable.
• Must possess a valid driver's license.
• The position requires ACRON Training and certification.
Additional Requirements
• The Probation Officer must carry a firearm and complete the standard qualification training with the firearms instructor, as set by POST, and must remain in good standing with POST.

Work Environment & Physical Demands
• Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;

Travel Requirements
• Travel between Jerome County departments and homes may be required;
• Travel to other counties within Idaho is required occasionally for trainings;
Adult Probation Officer Post Hiring Standards/Disqualification Standards: (Based on IDAPA 11.11.01.055-see below:)
IDAPA 11.11.01.055 Regulations
An applicant is ineligible to attend a basic training academy and for certification under the following circumstances.
01. Criminal Conviction. An applicant is ineligible if he was convicted of:
a. A felony, if the applicant was eighteen (18) years old or older at the time of conviction;
b. A misdemeanor Driving Under the Influence offense(s) within two (2) years immediately preceding application, or two or more (2) misdemeanor Driving Under the Influence offenses within five (5) years immediately preceding application;
c. A misdemeanor crime involving domestic violence, if the relevant law enforcement discipline requires the applicant to possess a firearm in the course of their duty, or if the conviction occurred within 5 years immediately preceding application;
d. A misdemeanor crime of deceit, as defined in these rules, or a misdemeanor sex offense, if the conviction occurred within five (5) years immediately preceding application;
e. A misdemeanor drug-related offense, if the conviction occurred within one (1) year immediately preceding application.
02. Driver's License. An applicant is ineligible if he does not possess a valid driving license from the applicant's state of residence and is unable to qualify for an Idaho driver's license, except for the following disciplines:
a. Correction Officers;
b. Emergency Communications Officers.
03. Marijuana. An applicant is ineligible if he used, illegally purchased, or illegally possessed marijuana, cannabis, hashish, hash oil, or THC in synthetic and natural forms, whether charged or not, if such use occurred:

a. Within one (1) year immediately preceding application;
b. While employed as a law enforcement officer, in a prosecutorial position, or in a position of public safety, regardless of when the use occurred.
04. Violations of Idaho Controlled Substances Act. An applicant is ineligible if he, while eighteen (18) years old or older, violated any provision of the Idaho Uniform Controlled Substances Act, Section 37-2701 et seq., Idaho Code, whether charged or not, that constitutes a felony, or of a comparable statute of another state or country, if the violation occurred:
a. Within three (3) years immediately preceding application;
b. While employed as a law enforcement officer, in a prosecutorial position, or in a position of public safety, regardless of when the illegal use occurred.
05. Use of Prescription or Other Legally Obtainable Controlled Substance. An applicant is ineligible if he unlawfully used any prescription drug or a legally obtainable controlled substance within the past three (3) years, unless:
a. The applicant was under the age of eighteen (18) at the time of using the controlled substance; or
b. An immediate, pressing, or emergency medical circumstance existed to justify the use of a prescription-controlled substance not specifically prescribed to the person.
06. Military Discharge. An applicant is ineligible if he received a "dismissal," "bad conduct discharge" (BCD), "dishonorable discharge" (DD), or administrative discharge of other than honorable (OTH) from military service.
07. Decertification or Denial of Certification. An applicant is ineligible if he has been denied certification; his certification is suspended in another state or jurisdiction, denied, revoked or applicant is not able to obtain certification in another state or jurisdiction; or his basic certificate has been revoked by the Council in this state or the responsible licensing agency in any other issuing jurisdiction, unless the denial or revocation has been rescinded by the Council or by the responsible licensing agency of the issuing jurisdiction.
