Under the direction of the JPA Employee Benefits Manager, the JPA Senior Employee Benefits Analystplays a critical role assisting in the management and oversight of employee benefits programs for California Schools Employee Benefits Association (CSEBA), providing advanced expertise in benefits program operations, policy development, and member services. The JPA Senior Employee Benefits Analyst works closely with consultants, carriers, and member districts, fostering strong relationships while ensuring the seamless operation and management of the benefit programs. This position requires exceptional professionalism, strategic thinking, and a proactive mindset to effectively navigate the distinct challenges of administering benefits in the public sector.
· Coordinates complex quoting of new member districts by gathering data, preparing drafts, and managing vendor communications for JPA Employee Benefits Manager review and approval;
· Prepares detailed comparative analyses, summaries, and project documentation to support leadership decisions;
· Supports and coordinates execution of departmental projects (e.g., system updates, carrier transitions, and workflow enhancements) under the direction of the JPA Employee Benefits Manager;
· Implements and maintains standardized procedures to ensure consistency across Account Management functions;
· Provides mentorship and guidance to JPA Benefits Account Manager I and II;
· Assists in the development and design of training sessions for internal staff and district stakeholders, delivering sessions as needed;
· Serves as a liaison with vendor partners and brokers;
· Assists the JPA Employee Benefits Manager in the development of tools and resources to improve district engagement and understanding of benefits programs;
· Monitors onboarding processes for consistency and quality, providing guidance when complex issues arise;
· Serves as a primary escalation point for complex district issues, ensuring resolution prior to management involvement;
· Provides advanced operational support to implement departmental strategies and initiatives;
· Conducts internal checks to ensure regulatory compliance with COBRA, ACA, HIPAA, Brown Act and other regulatory mandates;
· Monitors service metrics across Account Management team and makes recommendations to JPA Employee Benefits Manager for process improvements;
· Ensures vendor deliverables meet timelines and quality standards;
· Builds and maintains strong relationships with members, consultants, and vendors to support program growth and member satisfaction;
· Represents California Schools Joint Powers Authorities (CSJPA) at member meetings, conferences, and industry workshops to maintain and enhance program visibility;
· Oversees the accuracy and distribution of all benefit related materials;
· Performs related duties as assigned.
· Assists with conducting presentations, trainings, events, and/or workshops countywide;
Experience coordinating complex benefit plan activities, including quoting and vendor communications; preparing comparative analyses and detailed reports for decision-making; facilitating training programs; mentoring staff; resolving escalated service or eligibility issues and ensuring compliance with applicable regulations;
Skill in analyzing data; identifying process improvements; recommending operational enhancements; coordinating projects; managing timelines; ensuring quality outcomes under established direction; communicating effectively in oral and written form with diverse stakeholders; proficiency in computer systems and software applications related to benefits administration;
Knowledge of labor relations and employee health benefits; insurance terms and underwriting requirements; correct English usage, spelling grammar and punctuation; standard office equipment;
Ability to analyze and interpret insurance industry terms and underwriting requirements; establish and maintain relationships with clients; establish and maintain appropriate project deadlines; work effectively with a variety of individuals and groups; exercise sound judgment; utilize PC hardware and software programs, plan and organize multiple projects; maintain accurate records; research, interpret and communicate information; maintain policies and procedures; travel to and attend meetings and events at various locations;
Physical Abilities include sitting for extended periods, lifting, carrying, reaching, pushing/pulling, fine manual dexterity, talking/hearing, and near and far visual acuity/depth perception/color vision/field of vision.
· Four (4) years experience marketing insurance or related programs/products;
· Two (2) years experience facilitating workshops/trainings;
· Bachelor’s degree in Marketing, Public Administration, Business Administration or related fields from an accredited college or university;
· Possession of a high school diploma (or its equivalency) or higher or possession of a GED.
· Possession of a valid Driver’s License and use of personal transportation required. (SBCSS vehicle not provided).
· Possession of a Life/Health Agent License;
· Experience working in the employee benefits industry (e.g., with an insurance company or brokerage firm);
· Experience in underwriting or insurance placement for medical, vision, dental and/or life;
· Experience working in sales, public relations or marketing.
