PAY AND BENEFITS


Annual Pay Range: $110,924.21 - $149,747.94

Hourly Pay Range: $53.328949 - $71.994203

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

If you answered “yes” to the questions above, we want you to join our team as a Juvenile Division Manager at Clackamas County Juvenile Department (CCJD). Clackamas County Juvenile Department seeks an experienced leader with strong communication and interpersonal skills who is an organized, self-motivated, data driven, and detail-oriented individual, who holds themselves to the highest standards of professionalism, honesty, and objectivity to join our leadership team as a Juvenile Division Manager. If selected for this position, you will be responsible for overseeing the work of the assigned supervisory staff and the oversight of the Accountability and Reformation Division or the Youth, Family, Stakeholder, and Community Collaboration Division which includes the operation of the Juvenile Intake and Assessment Center, as well as planning, developing, and implementing department initiatives and programs. You will be responsible for leading and ongoing monitoring of progress for a variety of division and/or department-wide initiatives, which may include practice improvement, case management, programs, service delivery, state, county, or department policy implementation to assist the Clackamas County Juvenile Department in fulfilling its mission and/or complying with external mandates or county directives. These initiatives will be both internal as well as multi-disciplinary. You will play an instrumental role as a department representative and liaison to multiple governmental agencies and community partners, coordinating various services and programs.

If selected for one of these positions, your focus will be to effectively plan, lead, implement, monitor, and sustain the ongoing development and delivery of practices designed to improve outcomes for youth and develop proficiencies of staff in departmental direct service teams, as well as in multi-disciplinary initiatives. You will serve as one of the agency’s subject matter experts on evidence-based principles for effective intervention, as well as youth and family engagement. Responsibilities include overseeing coordination and delivering various types of training, developing implementation and work plans, working with other managers, the policy, performance, and research team, as well as other professional and contracted staff to implement protocols for continuous quality improvement reviews; developing supervisory and coaching materials designed to increase fidelity and transfer research and learning to day-to-day operations. You will also have an opportunity to focus on implementation, integration, and proficiency activities associated with assessment and screening tools used in the Department, to promote inter-rater reliability of the administration of these tools, and to increase and measure fidelity to the various practice models existing or being implemented in the Department. The Juvenile Division Manager positions report to the Assistant Juvenile Department Director.

Required Minimum Qualifications/ Transferrable Skills:*

  • A minimum of seven (7) years of relevant experience that would provide the required knowledge and skills to perform the responsibilities of this position.
  • At least four (4) years of progressively responsible personnel management and supervisory experience, including developing, assigning, implementing and reviewing operational work, providing coaching and training for staff, preparing and reviewing performance appraisals and work improvement plans, correcting performance deficiencies and taking action for improvement as necessary.
  • Effective leadership skills that translate into inspiring, motivating and developing staff through change and ongoing quality assurance processes.
  • Skills to:
    • Plan and coordinate a division of the Juvenile Department and assigned staff.
    • Communicate effectively, both orally and in writing.
    • Operate computer software and other office equipment.
    • Successfully plan, lead, implement, monitor, and sustain departmental projects and initiatives.
    • Research and interpret statues, regulations and rules.
    • Develop policies and procedures.
    • Implement accountability strategies for monitoring performance and fidelity.

    • Prepare written reports, studies, and memorandums for both internal and external stakeholders.

    • Oregon Juvenile Code, including juvenile court processes and procedures; Federal, State and local policies, laws, and regulations related to the juvenile justice system.
    • Theories, concepts, principles and practices of juvenile services program development and administration.
    • Participative management theories, case management methods and techniques.
    • Principles and practices of psychology as they relate to child and adolescent development and family structures.
    • Community resources and facilities available for the diagnosis and treatment of youth.
    • Best practices in the field of juvenile justice interventions and treatment.
    • Principles and practices of public administration and personnel management.
  • Working knowledge of:
    • Principles and practices of budget preparation and administration.
    • Program development, implementation and evaluation practices.
    • Administration of contracts, grants and grant reporting methods.

Preferred Special Qualifications/ Transferrable Skills:*

  • Master’s degree from an accredited college or university in public administration, human services, social work, psychology, criminal justice or a related field.
  • Supervisory experience in the juvenile or criminal justice field.
  • Experience as a project leader in leading and managing the development and implementation of system strategic initiatives.
  • Experience with implementation science, including various tools, techniques, and frameworks utilized.
  • Experience monitoring initiative work-plan activities and their progress towards achieving project deliverables.
  • Thorough knowledge of risk assessment instruments used with adolescents and justice-involved youth.

TYPICAL TASKS


Duties may include but are not limited to the following:

  • Plans, assigns and directs the activities of a division withing the Juvenile Department; develops work plans, allocates resources and develops schedules to accomplish program goals; forecasts personnel and funding requirements; develops new programs/projects to respond to human service needs.
  • Hires and directs supervisory, professional, and paraprofessional staff to provide quality service to community members and County staff; prepares performance evaluations; recommends and administers progressive discipline; conducts and/or facilitates staff training and development programs; promotes cooperative team efforts among staff and with other County departments.
  • Participates in preparing and updating budgets and grant proposals; manages budget/grant funds and authorizes/reviews contract payments and program expenditures; develops proposals for additional funding and personnel; gathers and compiles data and prepares reports.
  • Oversees, coordinates and implements programs within the Juvenile Department; manages and participates in the development and implementation of goals, objectives, policies, and protocols for assigned programs; recommends policies and procedures; plan and coordinate program activities and services to ensure the safety and protection of youth, families and staff.
  • Conducts a variety of organizational studies, investigations and operational studies, respond to and resolve difficult and sensitive inquiries and complaints from community members; and recommends modifications to programs, policies and procedures as appropriate.
  • Monitors and evaluates program effectiveness in meeting established objectives; develops quality assurance standards and implements review process; responds to client complaints and appeals of decisions made by subordinates.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels; reviews and analyzes the operations of service providers; recommends changes as appropriate to ensure adequate delivery of services.
  • Interprets and applies provisions of laws, rules, ordinances and regulations governing the administration and management of program areas; develops and implements program policies, procedures and guidelines within department and legal standards; reviews; interprets and clarifies relevant statutes, regulations and department policies.
  • Provides directions to staff on complex technical or procedural issues; assigns cases and reviews case files; makes or reviews decisions on difficult case problems; sets spending limits per client and reviews expenditures authorized by subordinates.
  • Serves as the liaison for assigned Juvenile Department division with other County departments, and other community and governmental agencies, conducts public relations and outreach activities; promotes services and consistent application of policies and regulations; staffs advisory councils, task forces and committees.

WORKING CONDITIONS


Occasional interactions with juveniles may involve physical contact and/or exposure to hostile attitudes. Participation in Defensive Tactics training and its use involve controlled defensive and offensive body movements including standing, twisting, bending, balancing, pushing, swinging, blocking, parrying and striking. Will be required to serve as a rotational on-call supervisor for the 24/7/365-days-a-year Juvenile Intake and Assessment Center.


WORK SCHEDULE


This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Please Note: Incumbent's schedule may be modified as needed to meet the business, training and/or operational needs of the Juvenile Department. Job responsibilities for this professional position may require work outside the standard workweek or a workweek in excess of 40 hours. It will be required to serve as a rotational on-call supervisor for the 24/7/365-days-a-year Juvenile Intake and Assessment Center. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is designated as on-site/in-person/essential employee. It is expected that the selected candidate will perform duties at the specified on-site work location.

The Juvenile Department provides case management services for all persons coming within the jurisdiction of the juvenile court.

Its three-fold purpose is to hold juveniles referred to the Juvenile Department accountable, protect public safety and provide intervention services directed at reforming the youth’s conduct.

The juvenile department’s programs are designed to have the youth restore the losses that they have imposed upon victims and the community at large. We accomplish this by using a strengths-based case management approach and by providing opportunities to positively connect the youth in the community.
