Job Summary:

WHO MAY APPLY: This recruitment is open to all Spokane County employees in a position covered by the Public Works Guild and all other applicants meeting the minimum requirements.

The position allocated to this class performs skilled professional work, administering the multi-functional program areas related to land development in the Public Works Department. Under general supervision, incumbents interface with other groups, organizations, agencies and/or the public and may direct the work of lower-level staff. Employees may be required to perform the work of a higher class for specific periods of time for training purposes or relief of other employees. This position reports to the Transportation Planning Program Manager.

Job Description:

ESSENTIAL JOB FUNCTIONS

  • Relates the possible transportation impacts of proposed developments to the county road system, natural resources and public and private property.
  • Analyzes how the policies and procedures of various divisions (e.g. Roads, Stormwater Management, Planning, etc.) interrelate with land developers’ needs; facilitates and development proposals acceptable to all parties.
  • Achieves competence in traffic studies, transportation planning and program administration work.
  • Represents the Spokane County Public Works when interfacing with other groups, organizations, agencies or the public.
  • Reviews land development proposals, parcel information, and site plans for conformance to County road standards.
  • Uses GIS mapping software to locate specific parcels and analyze surrounding information by populating a variety of data layers.
  • Addresses Public Works concerns with development proposals to other County and outside agencies such as the Division of Building and Planning, Hearing Examiner, Health District, Utilities Division, County Prosecutor - Civil Division, Washington State Department of Transportation, the Washington State Department of Ecology, and the Planning Commission.
  • Assists citizens who have questions, concerns or complaints about land development projects.
  • Assists landowners, developers, builders and others through development processes including compliance with County regulations.
  • Works with public groups including developers, engineers, surveyors, real estate agents, lawyers, private planners, title company representatives and citizens for and against proposed development projects.
  • Reviews certificates of exemptions and attached records of survey for compliance with the county road standards before signing off on access.
  • Participates processing and reviewing projects such as subdivisions and commercial building permit submittals.
  • Prepares recommended conditions for the land development proposals which are submitted to the appropriate hearing authority, such as the Hearing Examiner or the Planning Commission ;
  • Prepares recommended conditions for commercial building permits which are submitted to the Building Department.
  • Attends the hearings and meetings of various boards as the representative of the Public Works Department; submits and defends presentations, advises on and explains policies and procedures.
  • Performs other related duties as required/assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Two (2) years of college coursework, and
  • Four (4) years of administrative experience, including two (2) years of experience related to land development, real estate, planning, engineering, customer service, or a related area; or
  • A Bachelor’s degree in Planning, Environmental Studies, Public Administration, Business, Communications or a related field and two (2) years of experience which must include work related to land development, real estate, planning, engineering, customer service, or a related area; or
  • Six (6) years of administrative experience, two (2) years of which must include work related to land development, real estate, planning, engineering, customer service, or a related area.
  • An equivalent combination of training and related experience may substitute, year for year, for the educational requirement.
  • Possession of a valid driver's license at time of hire and for the duration of employment.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of basic and advanced planning principles and techniques.
  • Knowledge of methods and limitations of environmentally sound regional planning.
  • Knowledge of planning implementation techniques concerning subdivisions, zoning and other land development actions.
  • Knowledge of land development, construction, and design principles, processes, and procedures.
  • Knowledge of road and street engineering and surveying principles and procedures.
  • Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
  • Skilled in establishing and maintaining effective working relationships with department heads, staff, and the general public.
  • Skilled in the use of personal computers and related computer software applications.
  • Skilled in applying effective customer service techniques.
  • Ability to use sound judgment and follow non-specific written and verbal instructions.
  • Ability to deal with the public in a pleasant, courteous and calm manner, often under stressful situations.
  • Ability to work effectively on individual or team projects.
  • Ability to explain technical material in layman terms to the general public and citizen groups.

WORKING CONDITIONS

  • The work environment is primarily inside, where the noise and temperature levels are moderate.
  • Work is also performed outdoors; and requires occasional travel within the County, exposing the associate to weather extremes, various forms of precipitation and the hazards associated with travel on public roads.

Total Compensation:

$84,718 - $117,998 Annually

Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
