JOB SUMMARY
The position performs inspections on private and public development projects for compliance with the City’s development regulations, construction standards, erosion and sediment control requirements, and approved civil site plans.
The position also includes oversight of water and sewer infrastructure installation to ensure compliance with utility design standards and long-term maintainability.
The position responds to reports of illicit discharges and other environmental issues.
The position may assist with the maintenance of stormwater infrastructure.
MAJOR DUTIES
1. Inspects City stormwater infrastructure and records inspection results.
2. Operates a vacuum and hydro-excavating truck
3. Responds to reports of alleged ordinance or code violations and drainage issues
4. Prepares and maintains accurate reports and records regarding inspections.
5. Performs field inspections of construction sites, including grading, storm drainage, water, and sanitary sewer
6. Documents all inspections in accordance with City standards using reports, photos, and inspection management software.
7. Understands and reviews soil erosion control measures and ensures compliance with City and State environmental and erosion control standards and ordinances.
8. Monitors compliance with the City development ordinances, the Georgia Soil and Water Conservation Commission (GSWCC) requirements, and the NPDES General Permit for Construction Activities.
9. Enforces City of Smyrna ordinances and Georgia Environmental Protection Division guidelines.
10. Verifies field work matches approved plans, plats, and issued permits. Identifies deficiencies or code violations and coordinates with contractors to ensure timely correction.
11. Collaborates with City Engineers, utility departments, and Public Works staff to ensure infrastructure readiness for dedication to the City.
12. Attends pre-construction meetings and performs final acceptance inspections for public infrastructure.
13. Communicates with builders and property owners and responds to citizen complaints.
14. Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION
1. Knowledge of environmental and erosion control inspection principles and practices.
2. Knowledge of erosion and sediment control BPMs and stormwater infrastructure.
3. Knowledge of Georgia utility construction standards, including GDOT and Georgia EPD guidelines for water and sewer systems.
4. Knowledge of testing procedures for pressure testing, chlorination, TV inspections, and gravity sewer slope checks.
5. Knowledge of inspection documentation and reporting principles, GIS, and basic office software (Word, Excel, etc.)
6. Knowledge of the geography of the county, including roads, streets, and subdivisions.
7. Skill in the interpretation and application of utility plans, civil drawings, construction specifications, regulations, codes, and ordinances.
8. Skill in communication and conflict resolution when working with developers, contractors, and the public.
9. Skill in oral and written communication.
SUPERVISORY CONTROLS
The City Engineer assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES
Guidelines include the GSWCC ordinances, local ordinances, EPD regulations, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK- The work consists of varied technical and inspection duties. Heavy traffic and inclement weather and field conditions contribute to the complexity of the work.
- The purpose of this position is to conduct stormwater-related inspections and related reporting. Successful performance in this position helps ensure compliance with relevant codes, ordinances, and regulations.
CONTACTS- Contacts are typically with co workers, other city employees, contractors, property owners, representative of state agencies, and the general public.

PHYSICAL DEMANDS/ WORK ENVIRONMENT- The work is performed while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and utilizes the sense of smell.
- The work is typically performed in an office and outdoors, where the employee may be exposed to noise, dust, dirt, grease, and inclement weather. Work requires the use of protective devices such as masks, goggles, gloves, etc.
