LEAD ESTIMATOR - SUBSTATIONS

FLSA STATUS – EXEMPT

Atlantic Power Constructors (APC) is a Utility Construction Company formed in July 2022 by industry veterans with more than 100 years of combined experience in the power sector. APC specializes in high-voltage transmission, distribution, and substation projects across the United States. As our company continues to expand, we are seeking a Lead Estimator – Substations to oversee and execute complex substation estimating efforts and help guide the continued development of our estimating program.

POSITION SUMMARY:

The Lead Estimator – Substations is responsible for developing, coordinating, and leading all estimating activities related to substation construction, upgrades, and equipment replacement projects. This role serves as the subject matter expert for substation cost development, supporting bid strategy, mentoring junior estimators, and ensuring the accuracy and competitiveness of all substation estimates.

This position reports directly to the Director of Estimating and works closely with project management, engineering, procurement, and executive leadership.

RESPONSIBILITIES:

  • Lead the preparation of detailed labor, material, equipment, and subcontractor estimates for AIS, GIS, and SVC substation projects.
  • Review and interpret electrical, civil, and structural drawings and specifications to determine scope, quantities, and construction methods.
  • Direct and mentor estimating team members in developing consistent and accurate substation estimates.
  • Perform constructability reviews, risk assessments, and evaluate value-engineering opportunities to optimize project costs and execution.
  • Coordinate pre-bid site visits and interface with clients and engineering teams to clarify project scope and site conditions.
  • Solicit, evaluate, and negotiate vendor and subcontractor quotations for accuracy and completeness.
  • Prepare comprehensive bid packages, including cost summaries, pricing breakdowns, scope narratives, and schedule assumptions.
  • Collaborate with leadership to establish pricing strategies and ensure alignment with company goals and risk tolerance.
  • Maintain and enhance cost databases, production rates, and benchmarking tools specific to substation work.
  • Support post-bid handoffs to project management, including scope reviews, procurement coordination, and change order pricing.

REQUIRED SKILLS & QUALIFICATIONS:

  • Bachelor’s degree in Engineering, Construction Management, or related discipline (or equivalent field experience).
  • 7–10+ years of experience estimating substation construction projects, including greenfield and brownfield builds.
  • Demonstrated knowledge of high-voltage substation systems (12kV–345kV), equipment installations, and construction methods.
  • Strong understanding of civil and structural substation components, foundations, grounding, and buswork.
  • Proficiency in estimating software (e.g., HeavyBid, Bid2Win) and Microsoft Excel.
  • Strong analytical, leadership, and communication skills, with the ability to manage multiple bids in a fast-paced environment.
  • Ability to lead bid teams, coordinate multidisciplinary inputs, and present results to senior management.

Job Type: Full-time

Pay: $150,000.00 - $175,000.00 per year
