Learning and Development Coordinator

Position Description

Under general supervision, the Learning and Development Coordinator is responsible for supporting the planning, coordination, and delivery of employee learning programs across the organization. This role ensures that training initiatives align with agency objectives and compliance standards, while maintaining accurate records and managing the agency’s Learning Management System (LMS). The position plays a key role in fostering a culture of continuous development by coordinating learning activities, monitoring participation, and maintaining training, data and tools.

The Learning and Development Coordinator must possess strong communication, organizational, and technological skills, which are essential for effective training coordination, system management, and fostering a culture of continuous learning that supports the agency’s goals.

Duties and Responsibilities:

  • Coordinates and schedules learning programs, workshops, and development activities for full-time Harris County employees, temporary workers, and contractors, as needed.
  • Serves as the agency’s primary administrator for the LMS, managing user accounts, course assignments, system maintenance, and stays up to date on data updates.
  • Collaborates with system vendors and internal stakeholders to support the implementation, administration, and ongoing optimization of the LMS, ensuring effective system usage, training delivery, and user support.
  • Monitors and tracks training participation, completions, and compliance using LMS reporting tools, maintains accurate training records and documentation, and evaluates program/training effectiveness. Ensures adherence to industry regulations and agency and Harris County policies related to training and development.
  • Coordinates logistical aspects of in-person, virtual (including e-learning), and blended learning sessions, including communications, materials, technology, vendor engagement, and on-site support at various HCTRA locations as needed.
  • Consults with department leaders to assess training needs and recommends appropriate learning solutions that support agency goals and policies.
  • Supports internal learning improvement efforts by staying informed on adult learning and industry best practices and recommending enhancements to delivery methods and content.
  • Provides administrative support related to training communications, recordkeeping, and data reporting for HR and leadership.

Requirements

Education and Experience:

  • Associate’s degree in Human Resources, Education, Business Administration, or related field; or equivalent combination of education and relevant professional experience may be substituted for the degree requirement.
  • Minimum of two (2) years of experience in training coordination, employee learning, or related role.
    • Preferred:
  • Experience using or administering a Learning Management System (LMS) or similar e-learning platform.

Knowledge, Skills, and Abilities:
  • Proficiency with Microsoft Office Suite
  • Familiarity with Learning Management Systems (e.g., NEOGOV Learn)
  • Knowledge of adult learning principles and training methodologies
  • Strong organizational and time management skills
  • Attention to detail and ability to maintain accurate data
  • Effective communication and customer service skills across all levels
  • Ability to work independently while managing multiple deadlines
  • Willingness to learn and adapt to new platforms and technologies
Physical Demands:
Sedentary work - Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

General Information

Position Type and Typical Hours Work:
Typical hours are Monday through Friday in a full-time capacity, with exact hours varying based on departmental agency needs.

Work Environment:

  • There are no major sources of discomfort.
  • A normal office environment with acceptable lighting, temperature, and air conditions is provided.
  • This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Reports To Position: Organizational Development Supervisor
Supervises Positions: N/A
Employment may be contingent on passing a drug screen and meeting other standards.
